As used in this chapter, the following terms shall have the meanings indicated:
A method by which to pay for parking via phone and/or social media.

A device intended to assist public authorities in enforcing ordinances limiting the time during which vehicles may be parked on any highway within a parking meter zone.
Highways or portions of highways on which parking meters/parking apps are installed, operated and used.

Every way or place of whatever nature, open to the use of the public as a matter of right, for purpose of vehicular travel. The term "highway" does not include a roadway or driveway upon grounds owned by private persons, colleges, universities or other institutions.
Any sign, signals, markings and devices not inconsistent with this Traffic Code, placed or erected as herein provided, or any temporary warning signs placed by authority of recognized agencies for the purpose of guiding, directing, safeguarding, warning or regulating traffic.
