A code program is hereby created and established for the purpose of protection of persons and property through the enforcement of all codes and ordinances of the Borough pertaining to the construction, reconstruction, repair, maintenance and use of any and all structures, accessory structures and appurtenances to such structures or uses; also the control of the use of zoned properties; the use of land concerning the dumping or accumulation of garbage and trash; the control of vectors within the confines of the Borough; and the control of open burning therein.

The Borough Council shall appoint the Codes and Zoning Program Officer and Building Inspector for the purpose of enforcement of the above and proceeding codes and ordinances.

A. 
The Codes and Zoning Program Officer for the Borough of Punxsutawney shall be required to provide code inspections within the boundary limits of the Borough to all provisions of the housing, building, electrical, plumbing and fire prevention codes[1] and to make all required inspections and issue all related permits and orders required in such enforcement. The Borough Codes and Zoning Program Officer shall also be required to provide inspections to all provisions of the Borough's Air Pollution Ordinance and Weed Ordinance[2] and assist the Borough Zoning Officer when the immediate need may arise in enforcing all provisions of the Zoning Ordinance.[3] The enforcement of these ordinances shall be to conduct all related inspections and issue all related permits and orders required in such enforcement.

B. 
Such enforcement of the previously stated codes, the ordinances adopting these codes, the Air Pollution Ordinance, the Weed Ordinance and the Zoning Ordinance shall include all duties prescribed within these ordinances and codes, including the determination of those matters placed within the jurisdiction of the Borough Board of Appeals and Borough Zoning Hearing Board by such ordinances and furnishing the evidence necessary in any prosecution under said ordinances. In performing such work, the officer designated by the Borough shall have the powers and duties previously herein described as Codes and Zoning Program Officer and Assistant to the Zoning Officer of the Borough of Punxsutawney.
C. 
The Codes and Zoning Program Officer shall, in addition to the previously stated duties, investigate any and all reasonable complaints registered with the Borough regarding the foregoing codes and ordinances; to keep adequate reports, records, files and permits regarding the foregoing codes and ordinances; to prepare a monthly report with a resume of all past monthly activities which shall be submitted to the Borough Council at each regularly scheduled meeting; to prepare and submit a report to the Borough Council on those matters which may become necessary for its review, consideration or judgment; and to prepare any additional reports which the Borough Council may require; to prepare maps, programs, documents and surveys which may be required in updating the code program or for submission to the federal, state or county governments for grants; to assist the Zoning Officer in any vector control programs in the Borough; and to prepare documents, reports and notice of violations on outstanding or serious noncompliance items for the Borough Solicitor.

The salary of the Codes and Zoning Program Officer shall be set from time to time by the Borough Council.
