[HISTORY: Adopted by the Council of the Borough

The official name of the municipal library of
the Borough shall be "Punxsutawney Memorial Library."
A.
There is hereby created a Board of Directors of the
Punxsutawney Memorial Library, hereinafter referred to as the "Board."
B.
The Board shall be appointed by the Borough Council
and shall consist of seven members.

C.
The Borough Council shall appoint the members of the
Board for staggered terms, with approximately 1/3 of the members'
terms expiring each year and with three-year terms. Nothing in this
chapter shall affect the terms of members of the Board of Directors
as it existed on May 8, 1972; provided, however, that all future appointees
shall serve for terms of three years.
D.
All members shall serve until their successors have
been appointed.
E.
No member of the Board shall receive any salary for
his service as such.
F.
The Board shall be organized by its election of a
President, Secretary and Treasurer from its membership and such other
officers and agents as the Board may deem necessary.
Meetings of the Board may be called by the President
or Secretary upon reasonable notice to other members of the Board.
A majority of the Board shall constitute a quorum.
A.
The Board is hereby designated as agent for the Borough
to provide public library service to the residents of the Borough
and such other surrounding areas as the Board shall designate.
B.
All moneys appropriated for the establishment, maintenance
and improvement of the Punxsutawney Memorial Library and all moneys,
if any, received from other sources for its use shall be under the
exclusive control and shall be disbursed under the direction of the
Board.
C.
The Board shall have the power to contract with the
Board of Directors of another library to establish a cooperative plan
for improving library services.
D.
The Board shall make a report, annually, to the Borough
Council, of the moneys received by such library and the dispositions
made thereof, and the accounts of the Treasurer of the Board shall
be audited as in other municipal expenditures.
The Treasurer of the Board of Directors shall
give a bond to the Borough with satisfactory surety and in such amount
as the Board shall determine.

The Borough is committed to assist in the maintenance
of the library at a level of financial support as set from time to
time by the Borough Council by ordinance.
