The Council of the Borough of Punxsutawney shall annually appoint, by resolution, an independent auditor, who shall be a certified public accountant registered in Pennsylvania, a firm of certified public accountants so registered or a competent public accountant or a competent firm of public accountants, to make an independent examination of the accounting records of the Borough for each fiscal year and shall also perform the other duties and exercise the powers as conferred upon him by subdivision of Article XI of the Borough Code, Act No. 581 of 1965, as amended.[1]

The independent auditor shall be appointed annually, by resolution, before the close of a fiscal year; provided, however, that such appointment shall be for the term of October 1, 1974, to December 31, 1974, in this the first appointment of such independent auditor.
The compensation of the independent auditor shall be fixed by contract between the independent auditor and the Borough of Punxsutawney.
The office of elected Auditor of the Borough of Punxsutawney is hereby abolished; provided, however, that elected Auditors now in office shall continue to hold their office during the term for which elected and shall not audit, settle or adjust the accounts audited by such independent auditor but shall perform the other duties of their office.
