A. 
The Planning Commission shall consist of five members, all of whom shall be citizens of the Borough of Punxsutawney, Jefferson County, Pennsylvania. The Borough Council may appoint one Councilperson to be a member of the Planning Commission.
B. 
Except as provided herein, the terms of office of the members shall be four years or until a successor is appointed.
C. 
In the event of vacancies, the governing body shall appoint a member to fill the unexpired term.
D. 
Members whose terms have expired shall hold office until their successors have been appointed.
The Planning Commission shall review and report to Borough Council and/or the appropriate governing body on:
A. 
All applications for proposed subdivision plans.
B. 
All applications for proposed land development plans.
C. 
All applications for zoning change requests.
D. 
All applications for requests for variances and special exceptions.
E. 
Special projects where the Borough Council has specifically requested the Commission to review and report to the Borough Council on the special projects.
The Planning Commission shall have the right to adopt rules and regulations governing the conduct of business by the Planning Commission and also to establish a procedure for matters handled before the Planning Commission, provided that the powers and duties of the Planning Commission shall be carried out in accordance with the provisions of the Pennsylvania Municipalities Planning Code,[1] as amended and supplemented.

In performing its function, the Planning Commission shall have the power to hold public hearings and meetings. In addition, the Planning Commission shall maintain and keep on file records of its actions. All records and files of the Planning Commission shall be retained in the possession of the governing body.
A. 
The Planning Commission may, with the consent of the Borough Council, accept and utilize any funds, personnel or other assistance made available by the Borough, Jefferson County, the Commonwealth of Pennsylvania or the federal government or any of their agencies or by private sources.
B. 
The governing body may enter into agreements or contracts regarding the acceptance or utilization of funds or assistance in accordance with the governmental procedures of the Borough of Punxsutawney.
