A Police Department is hereby established in
and for the Borough.

The Chief of Police shall be the chief executive
of the Police Department. He shall be in charge of the police force
and have supervision over its members in the exercise of their powers,
duties and authority. He shall be the commanding officer and the administrative
head of the Police Department. He will, from time to time, issue orders
setting forth the authority, responsibilities and duties of the various
ranks, grades and positions established and maintained within the
Department.
A. His duties shall consist of:
(1) Assigning, by order, competent police and civilian
employees of any rank, grade or classification which he deems proper
to perform the necessary duties for the proper function of the Police
Department.
(2) Being responsible for the performance by the Police
Department of its functions.
(3) Being in charge of scheduling all Police Department
personnel.
(4) Making or prescribing such rules and regulations as
he shall deem advisable. Such rules and regulations shall be binding
on such members.
(5) Having full authority to operate the Police Department
in conformity with regulations and policies established from time
to time by the Borough Council.
(6) Preparing and submitting to the Borough Manager and
Council a budget for the next fiscal year, with estimates of expenditures
for the Police Department. He shall be responsible to the Borough
Manager and Council for the administration of the Police Department
budget.
(7) Coordinating the activities of the Department with
those of the other offices and officials of the Borough.
(8) Cooperating with other police agencies, local, county
and state.
(9) Carrying out all duties imposed upon him by law.
B. All personnel, including police and civilians, attached
to the Police Department shall be under and subject to the orders
of the Chief of Police.
C. Any of the expressed powers not specifically listed
are not to be deemed to limit managerial rights which are granted
to the Chief of Police.

Subordinate to the Chief of Police in the Police
Department, the following classifications are hereby established:
Lieutenant, Youth Aid Lieutenant, Sergeant and patrolman, or those
of such classifications to which the Council shall, at any specific
time, have appointed one or more police officers. The priority of
authority among such subordinate classifications shall be Lieutenants,
Sergeant and patrolman. The number of persons to serve in each of
such subordinate classifications on a full-time and/or a part-time
basis and the compensation of each shall be as determined by the Borough
Council from time to time.

In addition to the classification of policemen established in §
55-3, the following civilian employee classifications are hereby established: Chief Clerk, Warden, meter enforcement officer and school crossing guard. The number of persons to serve in each of these classifications on full-time and/or a part-time basis and the compensation of each shall be as determined by the Borough Council from time to time.
Nothing contained in this Part 1 shall affect
the authority of the Mayor to appoint special policemen during emergencies.
