It is the intent, purpose and scope of this chapter to provide for the
designation of fire lanes wherever it appears that parking congestion may
create a hazard by impeding the free movement of fire-fighting equipment,
police motor vehicles, ambulances or any other rescue or emergency equipment
anywhere within the corporate limits of the Borough of Punxsutawney, on public
or private property.
The Fire Chief, Police Chief and Mayor, working as a joint committee,
shall have the power to designate fire lanes anywhere within the corporate
limits of the Borough of Punxsutawney, on public or private property, where
they deem necessary and where they deem that parking congestion may create
a hazard by impeding free movement of fire-fighting and any other emergency-type
equipment or vehicles. The before-mentioned committee, upon designating a
fire lane, shall advise the Public Works Foreman or his designated agent thereto
of the lane so sanctioned.
The Public Works Foreman or his designated agent thereto shall dispatch
the necessary work force to line-paint or otherwise paint the area sanctioned
as a fire lane, painting and marking said area as such: NO PARKING — FIRE
LANE, and/or to post the fire lane with NO PARKING — FIRE
LANE signs.
A.
Parking or otherwise obstructing fire lanes in any way
shall be prohibited within any designated fire lane.
B.
Placing or causing to be placed any sign or signs indicating a loading zone, pickup zone, parking area or similar signs indicating that parking or stopping is permitted in a designated fire lane shall be prohibited. The imposition of a penalty as set forth in § 127-7 shall not excuse the violation or sign or signs to exist, and all such violations or signs shall be required to be removed within a reasonable time.

The Borough of Punxsutawney Public Works Department thereafter shall
be responsible for the maintenance and continued upkeep of fire lanes by cleaning,
sweeping and/or repainting the immediate fire lane area, as may be needed,
and/or replacing damaged or missing fire lane signs.
A.
The Fire Chief, Police Chief and Mayor shall be responsible
for the administration of this chapter concerning the designating of fire
lanes within the Borough.
B.
The Punxsutawney Police Department shall be responsible
for the patrolling of all designated fire lanes of the Borough to ascertain
that the same are maintained free of obstructions and vehicles. Any vehicle
observed parked in a designated fire lane by the Punxsutawney police shall
be tagged with a formal ticket advising the driver of said vehicle that he
is improperly and illegally parked in a designated fire lane and that a citation
will be issued for the illegal act.

Any person violating any provision of this chapter, upon conviction
before the District Justice, shall be guilty of a summary offense and shall
be subject to pay a fine not less than $25 nor to exceed the maximum fine
of $300, plus costs of prosecution, or to undergo imprisonment for a term
not exceeding 90 days, or both. Each day that such violation continues shall
constitute a separate offense.
