It shall be unlawful for any person to permit
any cellar, vault, cellar door or obstruction on or adjoining any
street, alley or sidewalk within the Borough to remain open or exposed
without having the same secured by a temporary fence or covering and
placing a danger signal, consisting of a red light, between sunset
and sunrise.
It shall be unlawful for any person to place
or maintain or cause or permit to be placed or maintained upon any
of the streets, alleys or sidewalks of the Borough any poles or posts
of any kind or to place or maintain or cause or permit to be placed
or maintained over or above any street or sidewalk or portion thereof
any wire, pipe, support or awning, unless a permit therefor shall
first be obtained from the Council, provided that no wire, pipe, support
or awning or any part thereof shall be less than eight feet above
the surface of any street, alley or sidewalk, and no awning shall,
at any time, be extended beyond the curbline of the sidewalk.

Except as authorized by the Borough Council,
it shall be unlawful for any person to display groceries, provisions,
fruits, meats or other food products and articles of merchandise on
or along the outside of store buildings on the streets or sidewalks
of the Borough.

It shall be unlawful for any person to obstruct, with coal, wood, barrels, boxes or any other article or material, except for the purpose of immediate loading, removing or storing away, any of the public streets, sidewalks or alleys in the Borough. Any person violating any of the provisions of this section shall, in addition to paying the fine and costs imposed, pay the cost of removing the same by the Borough official, and an additional charge of 10%, provided that this section shall not apply to building materials or other obstructions authorized by proper permit issued pursuant to Part
2 of this chapter or materials used in the repair or laying of sidewalks.

Any person violating any provision of this Part
1, upon conviction before the District Justice, shall be guilty of
a summary offense and shall be subject to pay a fine not less than
$25 nor to exceed the maximum fine of $300, plus costs of prosecution,
or to undergo imprisonment for a term not exceeding 90 days, or both.
Each day that such violation continues shall constitute a separate
offense.
