There is hereby established in the Borough a public nonsectarian
library maintained in the stone building at the corner of Cresswell
Street and Ward Street, as provided and donated by the Hon. Andrew
Carnegie as library building to said Borough of Ridley Park.

For the purpose of maintaining said library, there shall be
levied by the Borough Council annually a sum not exceeding the maximum
permitted by statute on the taxable property of said Borough of Ridley
Park.

The President of the Council is hereby authorized and directed
to appoint, subject to the approval of the Council, a Library Board
of seven trustees, one of whom shall be a member of the Board of School
Directors of Ridley School District, one a member of the Borough Council
of Ridley Park and the others residents of said Borough. Said appointments
shall take effect as of January 1, 1924, two to serve for one year,
two for two years and three for three years, reappointments to be
made at the expiration of said terms accordingly. Said Board shall
immediately organize by electing a President and Secretary, who shall
serve without compensation; a librarian and janitor, and fix the salaries
of the same; and make all necessary rules and regulations for the
governing and conducting of said library.
No books shall be purchased nor expense incurred except by resolution
of the Library Board, and bills for the same shall be approved by
and certified to by its President and referred to the Council for
payment. The Board shall report annually to the Council in November
the condition of the library and make an approximate estimate of its
expenditures for the ensuing calendar year.
All moneys received by the Board as bequests or otherwise shall
be kept to the credit of the Board exclusively for library purposes
or whatever specific object the same shall have been received for.
Upon resolution of the Council, the Treasurer of the Borough shall
act as Treasurer or custodian of any fund or funds belonging exclusively
to the Board, his bond filed with the Borough being surety for the
same. Upon resolution of the Board, he shall pay from said funds all
orders signed by the President and countersigned by the Secretary
of said Board.
