A. 
Streets shall be constructed to grades and cross sections as cited on and presented with the preliminary plans and street profiles, in conformance with Township specifications.
B. 
Street shoulders shall be graded to the full width of the street right-of-way in accordance with Township construction standards and thoroughly compacted by rolling all shoulders.
C. 
The subgrade of a street shall be brought to the proper grade and contour and shall be rolled and cross rolled. All soft spots shall be removed. These soft spots shall be recompacted with a suitable firm material, approved by the Township Engineer, before the placing of any base material.
A. 
In areas where springs, poor soil drainage conditions, wet weather springs or where conditions exist that underground drainage is necessary to properly protect the proposed street pavement, there shall be constructed pipe underdrain, stone underdrain or subgrade drains according to current Township specifications, subject to approval of drawings and design by the Township Engineer.
B. 
If, during construction, unknown poor drainage conditions are encountered by the owner, he shall notify the Township Engineer and correct such conditions encountered to the satisfaction of the Township Engineer.
A. 
The type of curbs used, when specified by the developer or when required by the governing body, are to be determined by the Township Engineer and subject to the Engineer's approval before installation.
B. 
The requirements of curbs or curbs and gutters will vary in accordance with the character of area and density of development involved. The governing body may require curbs and gutters to be installed on arterial, collector or local streets if such construction is deemed necessary for public safety, control of water runoff or clearly defined driving and parking areas. Curbs shall ordinarily be required where:
(1) 
Streets are designed to serve areas in which the net residential density of the area surrounding the proposed subdivision equals or exceeds three families per acre.
(2) 
Commercial development or other similar intensive urban uses exist.
(3) 
Curbs exist on abutting property.
The base course and subbase course shall be constructed to the lines, grades and cross sections as approved. The base course shall be constructed in accordance with Township specifications. (See the Pavement/Underdrain Detail, included at the end of this chapter.)
A. 
All street construction, including subbase and wearing course, shall be constructed in accordance with Township specifications. (See the Pavement/Underdrain Detail, included at the end of this chapter.)
B. 
The governing body may authorize an alternate pavement design where the drainage of the subgrade, the size of the development and the nature of the traffic warrants.
A. 
Sidewalks, when required by the governing body, shall be constructed in conformity with Township specifications approved by the Township Engineer.
B. 
All sidewalks shall be designed and constructed in accordance with federal specifications for handicapped accessibility.

C. 
Sidewalks installed along county or state roads shall be to the specifications established by the county or state.

D. 
The alignment and gradient of sidewalks shall be coordinated with the grading plan to prevent the passage of concentrated surface water on or across the walk; limit excessive slopes; and prevent the pocketing of surface water.

Street name signs shall be installed at each street intersection in accordance with the type of materials, designs and standards established by the governing body for use throughout the Township.
All storm drainage facilities shall be adequately designed for the anticipated runoff when the area is fully developed, using criteria or other methods approved by the Township Engineer. Storm drainage facilities shall comply with but are not limited to the following:
A. 
Storm sewers shall be located in the street right-of-way or in designated drainage easements.
B. 
All pipe used in the construction of slope sewers shall comply with standards set by the governing body.
C. 
Inlets shall be spaced in accordance with the Pennsylvania Department of Transportation Design Manual No. 2, but the spacing shall not exceed 300 feet.
D. 
Manholes or inlets are required at all changes in alignment and grade.
E. 
All storm sewer inlets, manholes, pipes, etc., shall be PennDOT-approved material, except corrugated metal pipe, and all catch basins will be cast-iron frames with cast-iron bicycle-safe cast-iron grates. Concrete riser tops and structural steel grates are not permitted.

F. 
All roof drains shall be extended to the paved gutters of streets and connected to the storm sewer system where accessible. At no time will roof drains or foundation drains be allowed to be connected to the sanitary sewer system.
G. 
Any springs encountered during construction shall be piped and connected to the storm sewer system or extended to a natural watercourse as may be approved by the Township Engineer.
H. 
Concrete headwall and splash aprons shall be constructed at the outfall of all storm sewers. Where watercourses are piped and filled, concrete headwalls and splash aprons shall be constructed at both ends of the pipe.
I. 
Whenever construction stops or concentrates the natural flow of surface drainage in such a way as to affect adjoining properties, written approval must be obtained from the adjoining property owners. Where storm drainage is piped onto adjoining properties other than natural watercourses, written permission, a release of damages and right-of-way must be obtained from the adjoining property owners before the storm sewers are taken over by the Township. Approval of plans by the Township does not authorize or sanction drainage affecting adjoining properties.

A. 
Concrete monuments shall be a minimum size of four inches by four inches by 30 inches or four-inch diameter by thirty-inch plastic pipe filled with concrete using an iron rod in the center or a brass or copper plate on the top for marking the exact point. Concrete survey monuments shall be required at such points as deemed necessary by the Planning Agency.
B. 
Iron markers shall be a minimum size of 1/2 inch diameter pipe or No. 4 rebar and should have a minimum length of 24 inches. Iron markers shall be set at all points where lot lines intersect curves, at all angles in lot lines and tract boundary lines, at all lot corners and at the beginning and ending of all curves.
