The operation, free of charge to the citizens of Scranton, of emergency
ambulance service on the streets of the city is hereby declared to be a governmental
function of the city to be performed and administered by the Division of Ambulance
within the Bureau of Fire of the city exclusively pursuant to the provisions
of this chapter.
There is hereby created and established a Division of Ambulance within
the Bureau of Fire of the city. The Division of Ambulance shall employ a sufficient
number of regular appointed full-time employees of the Bureau of Fire of the
city to furnish emergency ambulance service, free of charge to the citizens
of Scranton, and to provide such other services as the Director of Public
Safety shall promulgate. The basic qualifications for each such employee which
shall include but will not be limited to the possession of a certificate by
the Department of Health of the Commonwealth of Pennsylvania attesting to
the successful completion of an approved course of instruction as an emergency
medical technician and minimum levels of experience and training by the Bureau
of Fire in the performance of rescue work within the city and also certified
by the City of Scranton Civil Service Commission.

The City of Scranton shall make a charge of seventy dollars ($70.) to
any person, corporation or any other entity utilizing the services of an ambulance.

The City of Scranton Bureau of Fire shall be reimbursed whenever the
Rescue One Vehicle responds to an emergency. Said emergency shall include,
but not be limited to automobile accidents and residential and commercial
fires. Emergency services provided include, but are not limited to extrication
by the Jaws of Life and the use of any other specialized equipment.
Any person who is rendered the services herein specified shall provide
the Bureau of Fire the following information:
The City of Scranton Bureau of Fire shall be reimbursed a fee of one
hundred seventy-five dollars ($175.) whenever the Rescue One vehicle responds
to an emergency.
A.
The City of Scranton through the Bureau of Fire and the
City Treasurer's Office shall have the responsibility and authority to
assess the fees as herein provided.
B.
Any applicable charges for emergency services rendered
to a person shall be billed by the city to the person and/or person's
insurance carrier.
Nothing in this Article shall authorize any city bureau or department
of and city staff member or bureau or department personnel to refuse or delay
any emergency service to any person, firm, organization or corporation, due
to the lack of insurance coverage or ability to pay for said emergency services.
Any person who shall fail, neglect or refuse to comply with any of the
terms or provisions of this Article or of any regulation or requirement, pursuant
hereto and authorized hereby shall upon conviction thereof be ordered to pay
a fine of six hundred dollars ($600.) and, in default of payment of fines
and costs, imprisoned not more than ninety (90) days. Each days' violation
shall constitute a separate offense.
