The City of Scranton may dispose of its excess personal property, including vehicles and equipment, pursuant to the following schedule:
A. 
Personal property valued between $0 up to $20,000 may only be disposed of by obtaining at least three sealed quotes. Those sealed quotes must be sent to the office of the City Controller in the same manner as used when goods are purchased.
B. 
Personal property valued at $20,000 and up may only be disposed of pursuant to a formal bid, advertised in a newspaper of general circulation, and opened at a formal bid opening by the City Controller.
C. 
In lieu of Subsection A or B above, the City may offer such property for sale by public auction service available on the internet.

If sealed quotes are obtained and the bids are returned for an amount in excess of $20,000, the bids may not be accepted and the bid must be redone using the formal bidding process.
