No person shall conduct any meeting where an admission is charged or exhibit any shows in theaters, public halls or other buildings or conduct any fair or other exhibition or entertainment within the city without first obtaining a permit from the Director of the Department of Public Safety to conduct the same.

For each circus under canvas, exclusive of side shows, the permit fee for the first day thereof where the admission fee is fifty cents ($0.50) or more shall be the sum of two hundred fifty dollars ($250.); and for each subsequent day there shall be required a fee of thirty dollars ($30.).
For all other shows, exhibits, spectacles, entertainment and other public amusement other than those of an amateur character, the permit fee shall be one hundred dollars ($100.) for each day of performance, unless the same shall be conducted in an annually licensed hall, theater or motion picture house.
No license fee shall be required or shall be charged for any church fair, exhibition or spectacle or show or other event where the proceeds of such fair, exhibition, spectacle, show or event are devoted to charitable purposes.

Persons conducting shows, exhibits, spectacles, entertainment and other public amusements may, in their discretion take out an annual license for such hall, theater or motion picture house, paying therefor an annual license fee of five hundred dollars ($500.). Upon the payment of such fee and the issuance of the required license, the various shows and exhibits shall be exempt from the permit requirements of this Article which would otherwise apply.
Annual licenses issued pursuant to this section shall be issued for the calendar year or part thereof remaining in the year during which applied for and issued. Where application for a license is made after the beginning of a calendar year, the entire annual license fee shall be payable and the same shall not be prorated.
No person shall perform or exhibit any play, circus, show, spectacle or theatrical entertainment unless the same be of decent and moral tendency and character.
The Director of the Department of Public Safety shall cause annual inspections and other scheduled or unscheduled inspections of licensed theaters, public halls and other buildings and premises to be made as he deems necessary to assure that they are constructed, maintained and operated so as to avoid and prevent any reasonably forseeable risk of harm to persons employed in or using and patronizing such premises. The premises shall include but shall not be limited to public walks and passageways appertaining thereto.
In all cases where the Director of the Department of Public Safety shall be satisfied that any license or permit previously issued under this Article was improperly issued or has been or is being improperly used he shall have the power to revoke the same.
