Where, in accordance with Section F-2700.2(3) of the BOCA Basic Fire Prevention Code,[1] a permit is required to use explosives or blasting agents, and a permit fee shall be paid to the Department of Public Safety by the contractor or other applicant. Such permits shall be classified as follows:
A. 
Where the estimated cost of construction under contract is in excess of one million dollars ($1,000,000.), and which contract contemplates extensive continuous blasting, the permit shall be called a "Class A-1" permit, and the fee on issuance shall be five hundred fifty dollars ($550.) per calendar year, and an additional one hundred twenty dollars ($120.) for each calendar month or part of month for the balance of the calendar year while the operation continues or until the permit is surrendered, which permits shall be valid only for the calendar year or part of year when issued.
B. 
Where the estimated cost of construction under contract is over fifty thousand dollars ($50,000.) but less than one million dollars ($1,000,000.), the permit shall be called a "Class A" permit, and a fee of twelve dollars ($12.) per day shall be charged.
C. 
Where the estimated cost of construction under contract is less than fifty thousand dollars ($50,000.) the permit shall be called a "Class B" permit, and a fee of twelve dollars ($12.) shall be charged for each location, operation or job, which permit shall be valid for a period of five (5) blasting days and no longer. Application and permits shall be in such form as may be prescribed by the Director of the Department of Public Safety.

When a blasting permit has been issued by the city, the person or persons doing blasting shall be required to give the City Engineer's office a minimum of seventy-two (72) hours' notice of blasting. The blasting inspector, furnished by the City Engineer's office, shall review a complete log of each blast and observe the operation of the blast for city records. The person or persons doing the blasting is to pay the blasting inspector's fee at the rate of ten dollars ($10.) per hour for each hour on the project. The blasting inspector's fee shall be paid to the City Engineer's office and by him transmitted to the City Treasurer's office. All monetary transactions are to be made by personal check, cashiers check or any other means other than cash and are to be made payable to the City of Scranton.
