The curbstones set or that may hereafter be
set along the streets and avenues of the city shall be set to the
uniform grade given by the City Engineer as established by Council.
No person shall raise or cut off the curbstones from the grade lines
unless permission has been given by resolution of Council.
Whenever curblines and grades have been established and the curbstones set are not put and maintained at the lines and grades given by the City Engineer, it shall be the duty of the Director of the Department of Public Works to notify the owners of property abutting thereon to set or reset the same, as the case may be, to the line, in compliance with § 412-47, the intention being that curbstones must not be altered for the purpose of making sidewalks accessible from the streets for vehicles.
