A. 
Truck traffic (except local deliveries) and bus traffic (except school dropoff/pickup) shall be prohibited in the following locations:

Duncan Street

Winfield Avenue
2300 to 2500 Blocks, between Duncan Street and Herbert Street
B. 
The Mayor and other appropriate City officials are hereby authorized to post signs warning of such prohibition.

A. 
Truck traffic on the following streets or portions of streets is hereby prohibited, said area to be posted by the Department of Public Works:

From Route 307 northeasterly to Elmhurst Boulevard
B. 
Exemptions. Subsection A shall not apply to the following vehicles:
(1) 
Emergency vehicles (police, fire, ambulance).
(2) 
City of Scranton vehicles, including but not limited to Department of Public Works trucks or garbage trucks serving said streets or parts of streets.
(3) 
Trucks of the United States government, including but not limited to military vehicles, and trucks of the Commonwealth of Pennsylvania.
(4) 
Trucks scheduled to make deliveries or pickups to homes or businesses on said streets or parts of streets above described, i.e., local deliveries; trucks scheduled to make deliveries or pickups to homes or businesses within the truck ban areas or deliveries which would be considered "local deliveries." For purposes of this section, "local deliveries" includes the area banned above and a two-block radius around said area.
C. 
Penalty. Any person, firm or corporation who or which shall violate any provision of this section shall, upon conviction, be guilty of a summary offense and shall pay a fine of not less than $50 nor more than $300, with costs and prosecution, and/or be subject to imprisonment not exceeding 90 days. Each day the violation occurs shall be a separate offense. Each time a violator passes through the prohibited area shall constitute a separate offense.

Except as otherwise provided, any person, corporation or other entity violating the prohibitions stated in this article, shall, upon conviction, pay a fine of not less than $50 and not more than $300, plus costs. In the event of a third or subsequent offense, the fine shall be a minimum of $150 and a maximum of $300, plus costs. Each day a violation occurs shall be a separate violation.
This article shall not be construed to prohibit a transit route by the County of Lackawanna Transit System (COLTS) if the county decides to operate such a route in the area covered by this article.
