There is hereby established in South Fayette
Township, Allegheny County, Pennsylvania, a Board to be known as the
"Parks and Recreation Board".

The Parks and Recreation Board shall consist of seven members
who shall be appointed by the Board of Commissioners of South Fayette
Township for terms of up to five years. In making appointments, members
may be appointed for periods of time so that not more than three members'
terms shall expire each year.

All members of the Board shall serve for terms
of five years or until their successors are appointed.
The members of the Parks and Recreation Board
shall meet within 30 days after the date of this chapter and shall,
from their own membership, elect a Chairman and Secretary and such
other officers that the members may deem necessary and proper. Said
officers are to be elected to serve for a period of one year.
Members of the Parks and Recreation Board shall
serve without salary.

Vacancies in such Board occurring otherwise
than by expiration of term shall be filled for the unexpired term
in the same manner as original appointments.
The Parks and Recreation Board is hereby authorized
to supervise, maintain and regulate parks, recreational areas and
facilities and to regulate and supervise the construction of buildings
and other facilities within the Township of South Fayette; provided,
however, that when the expenditure of money is involved, such expenditures
must be approved by the Board of Commissioners of South Fayette Township
and the Board of School Directors of South Fayette Township.
The Board of Parks and Recreation shall, annually,
submit a report to the Board of Commissioners and to the Board of
Directors of the School District of South Fayette Township as to the
activities of the Parks and Recreation Board and shall include an
analysis of the adequacy of the facilities and to what extent the
needs of the public are being met and shall report on any other matters
required by law.
The Parks and Recreation Board shall have the
power to adopt rules and regulations deemed necessary and expedient
for the proper conduct of its business.
The Parks and Recreation Board shall from time
to time, make recommendations to the Board of Commissioners of South
Fayette Township and to the Board of School Directors of South Fayette
Township regarding acquisition of park and recreation sites and facilities.
Upon enactment of this chapter, the Board of
Commissioners of South Fayette Township and the Board of School Directors
of South Fayette Township are hereby authorized to enter into an agreement
for the purpose of developing a cooperative plan as regards to the
overall park and recreational activities within the Township of South
Fayette.
