A surcharge upon industrial and commercial users of the system is hereby
imposed upon such industrial and commercial users when they deposit substances
into the system which increases the biochemical oxygen demand for treatment
thereof and further increases or surcharges are imposed upon industrial and
commercial users that deposit substance into the system which require greater
chlorine usage or suspended solids. The surcharge rate structure and formula
to be imposed on such individuals is set forth as follows:
A. Suspended solids:
F = 1 + 0.50
0.44 (SS - 2.75)
275
Where:
F
=
Factor to be applied to basic rate.
SS
=
Suspended solids of particular wastes, in parts per million (ppm).
B. Biochemical oxygen demand:
F = 1 + 0.50
0.27 (BOD) - 300
300
Where:
F
=
Factor to be applied to basic rate.
BOD
=
Biochemical oxygen demand of particular wastes, in parts per million
(ppm).
C. Chlorine demand:
Rc
=
0.00835 Pc (C-5)
Where:
Rc
=
Surcharge rate for chlorine, in cents per pound.
Pc
=
Contract price of chlorine, in cents per pound.
C
=
Chlorine demand of particular wastes, in parts per million (ppm).

The Board of Commissioners further ordains that the basic rate for all
customers of the sewer system shall be an amount as adopted by resolution
from time to time by the Board of Commissioners and on file in the township
offices.
For each garbage grinder there shall be added to the waste user's
sewage bill an additional charge as adopted by resolution from time to time
by the Board of Commissioners and on file in the township offices.
All sewage charges billed to water users other than municipalities shall
be payable on or before the due date shown on the sewage bill. After such
due date, a penalty of 10% shall be payable, plus interest on overdue bills
at the rate of 1% per month of the sewage charge, which interest shall begin
on the 61st day after the due date.
Any person, firm, association or corporation violating any provision
of this article shall, upon conviction, be punished by a fine not to exceed
the sum of $1,000 for each offense, recoverable with costs, and in default
of payment of the fine and costs, shall be subject to imprisonment in the
county jail for a period not exceeding 30 days. Each day that a violation
is continued shall constitute a separate offense. In the case of firms or
associations, the penalty may be imposed upon the partners or members thereof,
and in the case of corporations upon the officers thereof.
