No assessment of any tax may be made more than
five years after the date on which such taxes should have been paid,
unless a fraudulent return or no return is filed, in which case there
shall be no limitation period. Suits for recovery of taxes may be
brought within five years of the date of assessment or date due, whichever
is later.
