GENERAL REFERENCES

As used in this article, the following terms shall have the meanings indicated:
DELINQUENT
Any name and property listed on the County Tax Collectors report of liens prepared by the Tax Claim Bureau.
INTERESTED PERSON
Any legal entity applying for a Township permit or on whose behalf or for whose benefit an application for a Township permit is made.
OFFICIAL DEBT
Any delinquent or overdue tax, fee, assessment or other debt owed to Warwick Township and the Warwick Township Water Sewer Authority, including but not limited to any deficiency in any financial security posted pursuant to Section 509 of the Municipalities Planning Code[1] as adjusted in accordance with that section, and any escrow or other security posted by a developer to secure payment of engineering, legal and administrative costs of review in connection with a subdivision or land development plan. The amount of "official debt" shall include all accumulated penalties and interest.
TOWNSHIP PERMIT
Any permit or license issued by the Township or by any Township officer, employee, authority, board or commission.

Except as provided in § 138-3, no Township permit shall be issued if an interested person owes any official debt. Upon full payment of the official debt, the Township permit shall be issued on compliance with all other applicable requirements.
This article does not forbid issuing a Township permit when the validity of, obligation to pay or the amount of the official debt is currently the subject of an appeal or other formal legal protest, contest or proceeding by the interested person.
