It is the purpose and intent of this article
to provide for the entry into intergovernmental cooperation between
the Borough of Bally, the Borough of Bechtelsville and Washington
Township, specifically for the purpose of creating a Zone Emergency
Management Agency, all in accordance with the Intergovernmental Cooperation
Law, 53 P.S. §§ 481 through 490.[1]

The intergovernmental cooperation being provided
for herein shall be achieved by means of an intergovernmental cooperation
agreement entered into between the Borough of Bally, the Borough of
Bechtelsville and Washington Township, and the specific terms and
conditions of said agreement are made a part of this article and incorporated
herein by reference.
This article shall be effective upon its enactment
and upon the acceptance of the intergovernmental cooperation agreement
by the Borough of Bechtelsville, Borough of Bally and Washington Township
and upon execution of the agreement by its appropriate officials.
