An escrow shall be established prior to the issuance of a permit. The amount shall be estimated by the Building Inspector. The escrow shall be replenished by the applicant if fees exceed the amount escrowed. Inspections shall be billed at $51 per hour.

Compensation of the Sewage Enforcement Officer. The appointed Sewage Enforcement Officer shall be compensated at a rate of $50 or $56.25 per hour, plus out-of-pocket expenses, including mileage at the prevailing PA DEP rate, and a digging and presoak fee of $54.75 for each perc test performed.
D. 
It is further resolved that the appointed Sewage Enforcement Officer is hereby authorized to collect the above-mentioned fees on behalf of the Township.

A. 
The fee to be charged by the Township to any person, partnership, firm or corporation for services requested of the Township Manager in researching legislative history, obtaining copies of ordinances, records and other documents and making any court appearance shall be based on an hourly rate of $25 an hour. A bill shall be submitted to the individual requesting the services, which must be paid before the release of the requested documents.
B. 
A photocopy fee of $0.25 a page shall be charged to any individual requesting copies of any Township documents, which shall be paid before release of the documents.

A. 
It hereby is resolved by the Board of Supervisors of Washington Township, Berks County, Pennsylvania, that Berks-Mont Towing and Recovery, Route 100, Bechtelsville, Pennsylvania 19505, is hereby appointed, pursuant to § 125-29, as the approved storage garage for Washington Township to remove and impound vehicles that are parked in a tow-away zone or parked in violation of any ordinances of Washington Township.
B. 
Be it further resolved that the rates set forth on the attached schedule for road service, towing, and storage submitted by Berks-Mont Towing and Recovery are hereby approved.

Rental and deposit fees for the pavilions in Township parks shall be as follows:

(1) 
Township residents: $50 rental fee. An additional $50 security deposit is required at time of reservation. Security deposit will be returned if there is no damage to the pavilion.
(2) 
Nonresidents: $100 rental fee.
B. 
Any person who desires to use the Community Park Pavilion shall sign a liability release form.
C. 
Community Room:

(1) 
Rental fees for the Community Room shall be as follows:
(a) 
Residents: deposit of $150 with $90 refunded within 30 days if terms are met.
(b) 
Nonresidents: deposit of $175 with $100 refunded within 30 days if terms are met.
(c) 
Township employees and committee members: deposit of $100 with $60 refunded within 30 days if terms are met. (It shall be noted this is one-time use per year per family at this rate.)
(d) 
Meetings: deposit of $75 with $50 refunded within 30 days if terms are met (does not include use of facilities except for coffee and light refreshments).
(2) 
The above rates are acceptable for four hours; after that, $15 per hour will be charged.

A. 
The permit fee for movement of vehicles of weights in excess of the maximum weights established on Barto Road (T-858), between Old Route 100 and Route 100; Dairy Lane (T-859), between Old Route 100 and Route 100; and Stauffer Road (T-845), between Old Route 100 and Route 100 shall be $100 for each overweight vehicle, plus any engineering costs incurred by the Township associated with the permit review.
B. 
The duration of the permit shall be for 90 days.

A zoning permit is required in conjunction with every material change in the use of land. The zoning permit fee is: $50.

Zoning fee schedule.
(a) 
The zoning fee schedule for Washington Township, Berks County, Pennsylvania, shall consist of the following fees:

(b) 
The fees to be charged shall be used to cover the costs of the compensation for the Secretary and members of the Zoning Hearing Board, notice advertising costs, and necessary administrative overhead connected with the hearing. In addition, the fee shall be used to pay for 1/2 of the appearance fee of the stenographer.
(c) 
If the applicant appeals the decision of the Zoning Hearing Board to the Court of Common Pleas of Berks County, Pennsylvania, or if the applicant requests an original transcript, the applicant shall be responsible for payment of the cost of the transcript to the stenographer. Similarly, if the Zoning Hearing Board orders a transcript, and the applicant desires a copy of it, the applicant will be responsible for the cost of the copy.
(2) 
Fees to be paid by Township. The application fee paid by a zoning applicant shall not include legal expenses of the Zoning Hearing Board, expenses for engineering, architectural or other technical Consultants or expert witness costs. These costs shall be paid by the Township. In addition, the Township shall be responsible for payment of 1/2 of the appearance fee of the stenographer.

In the event that any initial fee paid at the time of filing of an appeal application to the Zoning Hearing Board of Washington Township, or to the Board of Supervisors of Washington Township, pursuant to the Washington Township Zoning Hearing Ordinance of 1982, as amended, and amended in its entirety by Ordinance No. 1993-4 in 1993, with subsequent amendments,[4] is not sufficient to cover the aforesaid expenses incurred in the proceeding, the applicant shall be responsible for all additional costs in excess of $600 or $1,000, respectively, that are attributable to the expenses set forth in Subsection B(1)(b). The additional costs shall be paid to the Township within five days after notification from the Township. No permits or authorization pursuant to the Washington Township Zoning Ordinance[5] shall be issued until all additional fees and expenses have been paid by the applicant.

Unused application fee to be refunded to applicant. In the event that there is a balance in the account of an applicant after all of the costs and expenses set forth in Subsection B(1)(b) hereof have been paid, the remaining balance in the applicant's account shall be refunded to the applicant.

The taxing body receives the full amount of tax, penalty and interest. These costs remain the same whether the taxpayer owes one year or 10 years of tax regardless of amount due, $10 or $10,000.
H. 
Trespass and assumpsit complaint. Court cost is advanced by the Tax Collector and billed on a monthly basis to the taxing body. This cost is recovered at the time judgment is issued in favor of the taxing body and is reimbursed to the taxing body when paid by the taxpayer. Please note: If the Tax Collector is the current earned income tax administrator, no court costs are advanced by the client. The court costs are paid by the Tax Collector.
I. 
Judgment execution. Cost for either a lien filing fee or actual Sheriff sale is advanced by the Tax Collector and billed to the taxing body on a monthly basis. Once the cost is recovered from the taxpayer, it is reimbursed to the taxing body. All mechanics in executing the judgment in either case are handled by the Tax Collector.
J. 
Notices, which are in most cases used mutually exclusive from each other, may be sent in any order depending on collection efforts required, and associated charges are not listed in order of mailing or use. The cost for notices are cumulative, based upon the number and type of notices that the Tax Collector must send to successfully collect the delinquency.
