No person, partnership, firm or corporation shall distribute any handbill
or other advertising matter whatever in the Borough of Waynesboro by casting
or scattering the same upon any of the streets, alleys, sidewalks or public
places in the Borough. The placing of advertising matter of any kind whatsoever
in or upon automobiles is specifically prohibited. Provided: nothing herein
shall prevent any person from handing any noncommercial literature or other
printed matter, upon any of the streets, sidewalks or alleys in the Borough,
to any person willing to receive the same.
Any person, partnership, firm or corporation violating any provision
of this chapter shall, upon conviction thereof, be sentenced to pay a fine
of not less than $5 nor more than $25 and costs of prosecution,
and, in default of payment of such fine and costs, to imprisonment for not
more than 10 days.
