The Board of Township Supervisors hereby signifies its intention and desire to organize an Authority jointly with the City of Lancaster and the Townships of Manheim, Manor, East Lampeter, Lancaster and East Hempfield, all of Lancaster County, Pennsylvania, under the provisions of the Municipality Authorities Act, 53 Pa.C.S.A. § 5601 et seq., as amended.

The Chairman and Secretary of the Board of Township Supervisors are hereby authorized and directed to execute on behalf of the Township of West Lampeter Articles of Incorporation for said Authority in substantially the following form.[1]

The Secretary of the Board of Township Supervisors is further directed to cause a notice of the substance of this article, including the substance of the above Articles of Incorporation, and of the proposed filing of the above Articles, to be published once in a newspaper published and of general circulation in the County of Lancaster, and once in the LANCASTER LAW REVIEW, as required by the Municipality Authorities Act, 53 Pa.C.S.A. § 5601 et seq., as amended.

The Secretary of the Board of Township Supervisors acting with the appropriate officers of each of the municipalities as set forth in § 9-1 above are directed to file said Articles of Incorporation, together with necessary proofs of publication, with the Secretary of the Commonwealth, and to do all other acts and things necessary or appropriate to effect the incorporation of Lancaster Area Refuse Authority, including the payment of any filing fees in connection therewith.
The following named person[1] be and he hereby is appointed as a member of the first Board of the Authority, whose term of office shall commence on the date of appointment and shall be computed from January 1 next succeeding the date of incorporation.

The Board of Supervisors of this Township signifies its intention and desire to organize an Authority jointly with the City of Lancaster and the Township of Lancaster, both located in Lancaster County, Pennsylvania, under provisions of the Pennsylvania Municipality Authorities Act, 53 Pa.C.S.A. § 5601 et seq., as amended and supplemented (the "Act"), for the purposes of exercising any and all powers conferred by the Act.

The Chairman or Vice Chairman of the Board of Supervisors and the Secretary, respectively, of this Township are authorized and directed to execute, on behalf of this Township, Articles of Incorporation for such Authority in substantially the following form.[1]

The Chairman or Vice Chairman of the Board of Supervisors and the Secretary, respectively, of this Township, acting jointly with appropriate officers of the City of Lancaster and the Township of Lancaster, are authorized and directed to cause notice of the substance of this article, including the substance of the foregoing Articles of Incorporation, and of the proposed filing of such Articles of Incorporation, to be published as required by the Act.
The Chairman or Vice Chairman of the Board of Supervisors and the Secretary, respectively, of this Township, acting jointly with appropriate officers of the City of Lancaster and the Township of Lancaster, are authorized and directed to cause such Articles of Incorporation, together with necessary proofs of publication, to be filed with the Secretary of the Commonwealth of Pennsylvania and to do all other acts necessary or appropriate to effect the incorporation of such Authority, including payment of required filing fees.
The following named persons[1] are appointed the first members to represent this Township on the Board of such Authority for the following terms of office.

The enactment of this article is deemed necessary for the benefit of and preservation of the public health, peace, comfort and general welfare of citizens of this Township and will increase the prosperity of citizens of this Township.
