The position of Township Manager is hereby created, re-created and revised by the Township of West Lampeter.
The Township Manager shall be appointed for an indefinite term by a majority of all members of the Board of Supervisors. The Manager shall serve at the pleasure of the Board and may be removed, with or without cause, at any time by a majority vote of all its members. At least 30 days before such removal is to become effective, the Board shall furnish the Manager with a written statement stating its intention to remove him or her.
A. 
The Township Manager shall be chosen solely on the basis of executive and administrative abilities, with special reference to training and experience in municipal management. During his or her tenure, the Township Manager shall not hold any elective office.
B. 
No member of the Board of Supervisors of the Township shall be appointed Township Manager within one year after the expiration of his or her term as member of the Board of Supervisors.
C. 
The Manager need not be a resident of the Township at the time of his or her appointment. However, within six months of his or her appointment as Township Manager, the Township Manager shall reside within a twenty-mile radius of the West Lampeter Township Municipal Building. The Township Manager shall be removed for failure to meet this qualification.
Before entering upon his or her duties, the Township Manager shall give a bond to the Township, with a bonding company as surety, to be approved by the Board of Supervisors, in the sum as determined from time to time by the Board of Supervisors, conditioned on the faithful performance of his or her duties, the premium for said bond to be paid for by the Township,
The Board of Supervisors may enter into an employment agreement with the Township Manager setting forth the terms and conditions of the Township Manager's employment. The Manager's salary shall be established by resolution of the Board of Supervisors at the annual meeting or, if such Manager shall be appointed after the annual meeting of the calendar year of initial appointment, at any public meeting of the Supervisors.
A. 
The Manager shall be the chief administrative officer of the Township and shall be responsible to the Board of Supervisors as a whole for the proper and efficient administration of the affairs of the Township. The powers and duties of administration of the Township business shall be vested in the Manager, unless expressly imposed or conferred by statute upon other Township officials.
B. 
Subject to recall by resolution of the Board of Supervisors, the Township Manager shall have the duties and commensurate powers to carry out those duties as shall be set forth in a resolution as enacted and amended from time to time as needed.
A. 
The Township Manager shall possess the following:
(1) 
Comprehensive knowledge of the principles and practices of public administration. The ability to apply said principles and practices.
(2) 
Comprehensive knowledge of fiscal policies and procedures applicable to municipal finance administration.
(3) 
Comprehensive knowledge of Township policies, procedures, relevant state and federal laws and regulations, and local ordinances affecting municipal government.
(4) 
Comprehensive knowledge of the Second Class Township Code,[1] and state and federal laws affecting Second Class townships.

(5) 
Knowledge of modern office practices and procedures.
(6) 
Ability to motivate effectively and direct the activities of other employees, to explain and justify Township problems and needs to supervisors, and to deal conscientiously, fairly, and diplomatically with all public requests.
(7) 
Ability to learn and apply numerous rules, regulations, and laws under which Township operations must be conducted.
(8) 
Ability to work effectively with Township officials, other government officials, business associates, and the public.
(9) 
Ability to resolve conflict with tact and diplomacy.
(10) 
Ability to analyze municipal problems and needs and to recommend workable solutions.
(11) 
Ability to develop and set up procedures for the activities to be performed.
(12) 
Ability to assemble, organize, and present status information from various source materials concerning the operation of Township programs and procedures.
(13) 
Ability to review information for compliance with specific administrative or procedural rules.
(14) 
Ability to organize work in a manner which ensures smooth processing and efficient accomplishment of priority items.
(15) 
Ability to communicate effectively, both orally and in writing.
(16) 
Ability to work with abstract ideas and visualize possible applications, mediations and or action to correct problems.
(17) 
Proficiency in the operation and use of computers.
(18) 
Proficiency in the operation of motor vehicles as required in the performance of duties.
(19) 
Proficiency in negotiation skills in dealing with union and nonunion employees.
B. 
Working conditions. Work is performed in a normal, but busy, office environment. Attendance at evening meetings shall be as directed by the Board of Supervisors. Travel to various Township facilities and work sites shall be as required in the course of performing duties. Work frequently involves responding to angry, frustrated, or upset individuals.
A. 
In the relationship between the Board of Supervisors and the Township Manager, the Board of Supervisors shall act as a body in all its dealings with the Manager. Individual members of the Board of Supervisors shall refrain from interfering with the Manager or employees of the Township in the performance of their duties, except for purposes of inquiry. Administrative matters shall be dealt with solely through the Township Manager.
B. 
Nothing herein shall prevent the Board of Supervisors from establishing a committee of its own to review the operations and legislative needs of the Township departments or from assigning its members to liaison relationships with boards, commissions and authorities.
If the Township Manager becomes ill, disabled, or is absent from the Township for any reason, a qualified person designated by the Board of Supervisors shall perform the duties of the Manager during the absence, illness or disability.
