Wherever a space is marked off on any street
for the parking of an individual vehicle, every vehicle parked there
shall be parked wholly within the lines bounding that space, and it
shall be a violation of this article for any person to park a vehicle
or allow it to remain parked otherwise.
No person shall park a vehicle upon any of the
streets or parts thereof described in this section, except at the
angle designated and only within the painted stall lines. On all streets
or portions thereof where angle parking is now or shall hereafter
be authorized, all vehicles parked thereon shall be parked with the
front thereof nearest the curb.

A. Except as otherwise provided herein, no person shall park or stand
a vehicle upon a two-way highway except parallel to the right-hand
curb or, in the absence of a curb, to the right edge of the right-hand
shoulder. Except as otherwise provided herein, no person shall park
or stand a vehicle upon a one-way highway except parallel to the curb
or edge of the highway in the direction of authorized traffic movement.
However, when necessary to permit the proper loading or unloading
of a commercial vehicle, permission may be granted by the Police to
either the owner or tenant of the real property or the owner of the
vehicle to park such vehicle at an angle for such purpose.
B. Except as otherwise provided herein, no person shall park or stand
a vehicle upon any highway except with its right-hand wheels within
12 inches of the right-hand curb or, in the absence of a curb, as
close as practicable to the right edge of the right-hand shoulder
on a one-way or two-way street, or with its left-hand wheels within
12 inches of the left-hand curb, or in the absence of a curb, as close
as practicable to the left edge of the left-hand shoulder on a one-way
street.

A. No vehicle shall be parked within 15 feet from any fire hydrant.
B. No vehicle shall be parked within 20 feet from any crosswalk at a
street intersection.
C. No vehicle shall be parked within 30 feet upon the approach to any
flashing signal, stop sign, yield sign or traffic-control signal located
at the side of a roadway.
D. Any vehicle which is unlawfully parked within the areas prohibited
by this section may be removed from that area by towing and may be
reclaimed by the vehicle owner upon payment of towing costs.

A. No vehicle shall be parked at any time in front of any public or
private driveway or garage entrance.
B. No vehicle shall be parked in a manner which blocks ingress, egress
and regress from emergency driveways or garages, or ingress, egress
and regress therefrom (e.g., police, fire, ambulance, rescue squad,
hospital emergency drive).
C. No vehicle shall be parked at any time in a manner which blocks ingress
or egress from a handicapped access curb.
D. Any vehicle which is unlawfully parked within the areas prohibited
by this section may be removed from that area by towing and may be
reclaimed by the owner upon payment of the towing costs.

protect the safety of any person or vehicle or in compliance with
the law or direction of a police officer or official traffic control
device, no person shall park a vehicle at any place where official
signs prohibit parking or stopping.

Except for persons parking vehicles lawfully bearing registration
plates or parking placards issued to handicapped persons or disabled
veterans and actively transporting such handicapped or disabled veteran,
no person shall park a vehicle on public or private property which
has been posted in the manner required by law as reserved for a handicapped
person or disabled veteran. Any vehicle which is unlawfully parked
in a designated handicapped parking area may be removed from that
area by towing and may be reclaimed by the vehicle owner upon payment
of the towing costs.

A. The owner or person in charge of any motor vehicle shall not permit
it to stand unattended on any street, private driveway, public or
private parking lot, used or new car sales lot or any other unattended
open space which is readily accessible to any person without having
locked the ignition of such motor vehicle and removed the ignition
key from its lock.
B. Any police officer of the Township who finds a motor vehicle left
in the condition set forth in above may immediately lock such vehicle's
ignition, remove the key from the lock and deliver it to the officer
in charge at the police station. The police officer shall leave a
notice of any violation found in a conspicuous place on such vehicle,
which notice shall also state where the ignition key has been taken
and held.

A. Compliance with Pennsylvania Vehicle Code. All operators of vehicles
within the Township of West Lampeter shall comply with all provisions
of § 3353 regarding prohibitions in specified places, of
the Pennsylvania Vehicle Code, codified at 75 Pa.C.S.A. § 3353,
unless a different standard is specified herein, in which case operators
shall comply with the standards set forth herein. Any violation of
those provisions of the Pennsylvania Vehicle Code shall constitute
a violation hereunder.
B. Parking in fire lane.
(1)
No person shall park a vehicle on private property in a fire
lane that has been so designated in the manner required by law and
is posted to prohibit same.
(2)
Any vehicle which is unlawfully parked in a designated fire
lane area may be removed from that area by towing and may be reclaimed
by the vehicle owner upon payment of towing costs.
C. No parking blocking traffic lane.
(1)
No person shall park a vehicle in such a manner that the vehicle
blocks the free uninterrupted flow of traffic in a designated driving
lane.
(2)
Any vehicle which is unlawfully parked so as to block a traffic
lane may be removed from that area by towing and may be reclaimed
by the vehicle owner upon payment of towing costs.
D. No parking blocking sidewalk.
(1)
No person shall park a vehicle in such a manner that the vehicle
blocks the free uninterrupted flow of pedestrian traffic on a sidewalk.
(2)
Any vehicle which is unlawfully parked so as to block a sidewalk
may be removed from that area by towing and may be reclaimed by the
vehicle owner upon payment of towing costs.
E. No parking bus stop.
(1)
No person shall park a vehicle within a designated bus stop.
(2)
Any vehicle which is unlawfully parked so as to block a bus
stop may be removed from that area by towing and may be reclaimed
by the vehicle owner upon payment of towing costs.
F. No person shall park a vehicle within 25 feet of an intersection.
G. No person shall park a vehicle upon any bridge or elevated structure
upon a highway or within a highway tunnel.
H. No person shall park or leave unattended a vehicle on private property
without the consent of the owner or other person in control or possession
of the property except in the case of emergency or disablement of
the vehicle, in which case the operator shall arrange for the removal
of the vehicle as soon as possible.
(1)
The provisions of this subsection shall not apply to private
parking lots unless such lots are posted to notify the public of any
parking restrictions and the operator of the vehicle violates such
posted restrictions. For the purposes of this section, "private parking
lot" means a parking lot open to the public or used for parking without
a charge; or a parking lot used for parking with a charge. The Township
hereby adopts the regulations promulgated by the Pennsylvania Department
of Transportation which defines posting for public notice pursuant
to Title 75 Pa.C.S.A. § 3353(b) and any amended or successor
statute(s).
(2)
Property owner may remove vehicle. The owner or other person in charge of possession of any property in which a vehicle is parked or left unattended in violation of the provisions of Subsection
H may immediately remove or have removed the vehicle at reasonable expense of the owner of the vehicle. Such person who removes a vehicle left parked or unattended in violation of the provisions of Subsection
H shall have a lien against the owner of the vehicle in the amount of the reasonable costs of removing the vehicle.
I. The department on state-designated highways and local authorities
on any highway within the boundaries of the Township may, by erection
of official traffic control devices, prohibit, limit or restrict stopping,
standing or parking of vehicles on any highway where engineering and
traffic studies indicate that stopping, standing or parking would
constitute a safety hazard or where stopping, standing or parking
of vehicles would unduly interfere with the free movement of traffic.
No person shall park a vehicle upon any of the
streets or parts of streets described in this section, during the
hours specified in said schedule, on any day except Saturdays, Sundays
and holidays.

It shall be unlawful to park or allow to be
parked any motor vehicle or other vehicle on any street or road which
is part of the Township system after the start of a snowfall and until
the snow has stopped falling and the snow has been completely plowed
for the full width of the cartway.
No person shall park a vehicle or allow the
same to remain parked upon any of the streets or parts of streets
described in this section, between the hours specified, for longer
than the time indicated in said schedule.

A. No commercial
vehicle as defined by this section shall park on any street, highway,
or alley of West Lampeter Township between the hours of 12:01 a.m.
and 6:00 a.m. prevailing time. The term “commercial vehicle”
is defined as any self-propelled or drawn vehicle, which has a gross
registered weight in excess of 26,000 pounds, or any self-propelled
or drawn vehicle that may be used for commercial, nonprofit or industrial
purposes.
B. No nonmotorized vehicle or recreational vehicle, defined in this section as a camper, boat, house trailer, motor home, trailer or similar conveyance and any device used for the transportation of said vehicle, shall be allowed to remain parked, attached or unattached to another vehicle, on any Township street for a continuous period of time greater than 72 hours. Moreover, it shall be unlawful for any person to move any such vehicle or trailer from one location to another or to remove any such vehicle or trailer for a brief period of time and return it to the original location or a location nearby in order to avoid the seventy-two-hour continuous time limitation set forth hereinabove. Each additional twenty-four-hour time period during which any such vehicle remains parked in violation of this section beyond 72 hours shall constitute a separate offense for which the owner shall be liable for penalties in §
262-34.

A. Fine and penalties. Any person, film or corporation violating any
of the provisions of the parking regulations shall pay a fine in the
amount hereinafter set forth for such violations, plus any necessary
costs of prosecution.

B. Any person who violates any provision of this article not subject
to the above specific fines for violation shall, upon conviction,
be guilty of a summary offense and shall be sentenced to pay a fine
of not more than $30 and costs. Violations of any one of these provisions
may also subject the vehicle illegally parked to immediate towing.
C. Fines for repeated violations. Any person who has more than five
parking violations in any period of six consecutive months may be
fined twice the amount prescribed by this section for the sixth violation
and three times the amount prescribed for the seventh and any subsequent
violation.
D. Cost for failure to pay fine after notice. Whenever an alleged violator
of the parking provisions set forth in this article has not paid the
prescribed fine within seven days after a parking ticket has been
issued and the Police Department has sent notice thereof to such person
by first-class mail, such person shall pay an additional $5 for the
cost of processing and mailing such notice. If the parking ticket
has not been satisfied within 15 days after it has been issued, the
violator shall be prosecuted.
E. Responsibility of registered owner. Whenever any vehicle has been
parked in violation of any provision of this article prohibiting or
restricting parking, the person in whose name such vehicle is registered
shall be responsible for such violation and subject to the penalty
therefor.
