Except for taxpayers subject to payment of the occupational privilege tax imposed by Article IV of this Chapter 292, of the Code of the Township of West Whiteland, all taxpayers subject to payment of taxes levied and assessed by the Supervisors of West Whiteland Township shall be entitled to a discount of 2% from the amount of any such tax or taxes, upon the payment of the whole amount thereof, within two months of the date of such tax notice, and all taxpayers who shall fail to make payment of any such taxes charged against them for four months after the date of such tax notice shall be charged a penalty of 10%, which penalty shall be added by the tax collector and collected by him.
