A.
There is established by this chapter, and any amendments
thereto, a code for the government of the Township of Whitemarsh,
a political subdivision of the Commonwealth of Pennsylvania, pursuant
to its Charter drawn and approved May 18, 1982, as provided by Act
62 of 1972, which code shall be known and referred to as the "Administrative
Code" and which shall be the rules and regulations prescribing duties,
the principal officers, and the system of office, departmental and
institutional management of the offices, departments and institutions
of the Township of Whitemarsh.
B.
This chapter shall be known and may be cited as the
"Administrative Code of the Township of Whitemarsh, 1982."

The following words, shall, unless the context clearly
indicates otherwise, have the meanings and significance herein indicated:
The Administrative Code of the Township of Whitemarsh as
enacted by this chapter and any and all amendments thereto, unless
some other code is indicated. The Administrative Code shall provide
for the administrative organization of Whitemarsh Township government.
The Board of Supervisors of the Township of Whitemarsh.
The Home Rule Charter of the Township of Whitemarsh, Commonwealth
of Pennsylvania, adopted May 18, 1982.
Commonwealth of Pennsylvania.
The Township of Whitemarsh.
Code of the Township of Whitemarsh, Pennsylvania, including
the Home Rule Charter, Administrative Code and general legislation.
B.
General terminology. The singular shall include the
plural; the plural, the singular; the word "shall" is mandatory, and
the word "may" is permissive; the words used in the masculine gender
shall include the feminine and the neuter; words used in the past
or present tense shall include the future; any word not specifically
defined shall be construed according to its common usage.
C.
Construction of provisions. The provisions of this
Administrative Code shall be construed broadly in favor of the Township
of Whitemarsh within the limitations of its Home Rule Charter and
the laws of the Commonwealth of Pennsylvania. Any specific mention
of particular functions, authorities, powers and duties in this Administrative
Code shall not be construed in any way as limiting the general powers
of the Board of Supervisors or of the Township Manager as set forth
in the Home Rule Charter in providing for the most efficient and beneficial
administration of government for the Township of Whitemarsh.
