In accordance with § 1204 of the Charter, authorities, boards and commissions in existence on the effective date of the Charter shall continue in existence subject to the right of the Supervisors to abolish or change the name, tenure, composition, functions, powers or duties of any existing authority, board or commission.
The boards and commissions specified in this Administrative Code are hereby recognized for the purposes of the proper and efficient conduct of Township affairs, as well as to protect and promote the rights of the citizens of Whitemarsh Township to participate in a positive and constructive manner in the government of the Township.
A. 
Authorities, boards and commissions herein recognized have been previously established by ordinance or resolutions. Additional boards may be established by ordinance as deemed necessary by the Board of Supervisors.
B. 
Authorities, boards and commissions specified as being advisory in this Administrative Code are herein recognized to provide advice, guidance and recommendations to the Township Manager and to the Board of Supervisors. No board designated as "advisory" shall perform administrative duties or have executive authority.
C. 
These boards and commissions, specified as being administrative in this Administrative Code, have been established within the requirements of the statutes of the Commonwealth of Pennsylvania and the ordinances of Whitemarsh Township. These boards and commissions shall perform such administrative duties and have such authority only in those specific areas of responsibility so designated by the statutes of the Commonwealth of Pennsylvania, this Administrative Code or ordinances of Whitemarsh Township.
No board or commission shall have the authority to spend Township funds unless provided for in the budget and subsequently approved by the Township Manager. Such Township employees as designated by the Township Manager, or as otherwise provided for in this Administrative Code, shall serve as liaison to and provide staff services to the board or commission. No board or commission shall have the power to enter into contracts unless otherwise provided by the ordinances of Whitemarsh Township.
A. 
The Board of Supervisors shall appoint the members of boards and commissions unless otherwise stipulated by this Administrative Code. All appointees shall be residents of Whitemarsh Township.
B. 
Appointments to fill vacancies shall only be for the unexpired portion of the term.
C. 
No member of any advisory board or commission shall be compensated for his duties.
D. 
The members of any administrative board or commission shall serve without compensation, except as otherwise provided by applicable law or ordinance.
E. 
The Board of Supervisors may, at its discretion, remove by a majority vote of its membership, any appointee to any advisory board and/or commission if it is deemed to be in the best interest of the operation of such board and/or commission and the Township.
F. 
Any members of an administrative board or commission may be removed prior to the expiration of his appointed term in accordance with the laws of the commonwealth applicable to such board or commission or as provided by this Administrative Code.
A. 
Each board or commission shall elect at its first regular meeting of each year, from among its membership, a Chairman, a Vice Chairman and a Secretary, all to serve a term of one year.
B. 
The Chairman or, in his absence, the Vice Chairman shall preside at all meetings of an advisory board or commission and decide all points of order or procedure.
C. 
The Secretary shall conduct, at the direction of the board or commission, all official correspondence of the board or commission; shall keep a record of each meeting or other official action of the board or commission; and shall perform all other duties required by the board or commission or this Administrative Code.
A. 
All meetings and hearings of boards and commissions shall be open to the public, except in the case of executive sessions, as provided by law.
B. 
Regular meetings of boards and commissions shall be held on designated days, unless no matters are pending for consideration.
C. 
Special meetings may be held as needed on the call of the Chairman or Vice Chairman, provided that appropriate notice of each meeting is given to each member and the public.
D. 
A quorum shall consist of at least a majority of all the sitting members of the board or commission.
E. 
The Secretary shall keep minutes of the board's or commission's proceedings showing the vote of each member upon each question or, if absent or failing to vote, indicating such fact.
F. 
A file of all materials and decisions relating to all official actions of the boards or commissions shall be kept as part of the record of each board or commission.
G. 
Each of the boards or commissions shall prepare an annual report to be submitted to the Board of Supervisors.
H. 
All official records of each board or commission shall be kept in the office of the Township Manager or his designee and shall be public record.
