A.
The following agencies, authorities or organizations
are herein recognized by virtue of their affiliation with the governmental
administration of Whitemarsh Township and the provision of services
to the residents of the Township offered thereby.

Nothing herein contained shall be held to alter the
continuation of the performance of previous functions, duties and
obligations for which these agencies, authorities or organizations
were previously established.

Where is hereby recognized the existence of the Township
Authority for the purposes permitted by general law when ordained
by the Board of Supervisors.

Powers and duties. The duties of Authority members
shall be as specified under the Municipalities Authorities Act of
1945, as amended.

Purpose. There is hereby recognized the existence
of the Historical Architectural Review Board for the following purpose:

Membership; terms; vacancies.
(1)
The Historical Architectural Review Board shall be
comprised of nine members, four members to be appointed by the Council
of Plymouth Township, four members to be appointed by the Board of
Supervisors of Whitemarsh Township and one member to be selected by
the eight municipal representatives. The ninth member so selected
may be a resident of either municipality.
(2)
At least one member of the Historical Architectural
Review Board shall be a registered architect, one member shall be
a building inspector and at least one member shall be a licensed real
estate broker.
(3)
The member chosen by the eight municipal appointees
shall serve for a one-year period and the position shall be alternately
filled by a resident of Plymouth Township and a resident of Whitemarsh
Township. All other members shall be appointed for terms of four years.
(4)
Should a vacancy occur, the Board of Supervisors shall
appoint a member to fill the vacancy only for the unexpired portion
of the term.

Quorum. A majority of the members of the Historical
Architectural Review Board shall constitute a quorum.
D.
Election of officers. The Chairman shall be elected
by the membership of the Historical Architectural Review Board, and
the chairmanship shall alternate annually between Plymouth and Whitemarsh
Townships.

Nominations for appointment. The local Historical
Society shall be invited to submit, as nominations for appointment
to the respective governing bodies, persons with the knowledge of
and interest in the preservation of historical districts.
F.
Duties of Board. In addition to those duties and powers
set forth in the Historic District Act, the Historical Architectural
Review Board shall from time to time recommend to the Board of Supervisors
changes in the map and otherwise guide the Board of Supervisors in
its administration of this chapter.
G.
Appeals. Any person aggrieved by failure of the agency
charged by law or by local ordinance to issue a permit for such building
changes by reason of the disapproval of the Board of Supervisors may
appeal therefrom in the same manner as appeals from decisions of the
agency charged by law or by local ordinance with the issuance of permits
for such building changes.
B.
Membership; terms; vacancies.
(1)
The Board of Directors of the William Jeanes Memorial
Library of Whitemarsh Township, a nonprofit Pennsylvania corporation,
are seven in number, four of whom are appointed by the Board of Supervisors.
Members of the Board of Directors are appointed to three-year terms.
(2)
Should a vacancy occur, the Board of Supervisors shall
appoint a member to fill the vacancy only for the unexpired portion
of the term.
C.
Maintenance. The Township will assist in maintenance
of the library to ensure that it will have income from local sources
of at least $2 per capita of Township population and that it will
fully qualify for state aid in accordance with the Library Code, the
Act of June 14, 1961, P.L. 324, § 303.

There is hereby recognized the existence of the Building Code Board of Appeals established in conformity with the requirements of the Construction Code Act, Act 45 of 1999, 35 P.S. §§ 7210.101-7210.1103, specifically § 7210.501(c), and Title 34 Pa. Code, § 403.121, and Chapter 42 of the Whitemarsh Township Code. The Building Code Board of Appeals shall hear and rule on appeals, requests for variances and requests for extensions of time.
