It shall be unlawful within the Township of Willistown for any person or persons to own, possess, harbor or control any animal or bird which makes noise continuously and/or incessantly to the disturbance of any person for a period of 15 minutes or more between the hours of 8:00 a.m. through 10:00 p.m. or for a period of 10 minutes or more between the hours of 10:00 p.m. through 8:00 a.m. or makes such noise intermittently for 1/2 hour or more any time of the day or night, regardless of whether the animal or bird is physically situated in or upon private property, said noise being a nuisance, provided that at the time the animal or bird is making such noise, no person is trespassing or threatening to trespass upon private property in or upon which the animal or bird is situated.
It shall be unlawful within the Township of Willistown for any person or persons having possession, custody or control of any animals to knowingly or negligently permit any dog or other animal (not including horses, farm or organized hunt animals) to defecate upon the grounds of any public park or public area or upon any private property other than the property of the owner of such animal.
Any person having possession, custody or control of any dog or other animal which defecates in any area other than the private property of the owner of such dog or other animal as prohibited in § 93-2 shall be required to immediately remove any feces from such surface and either:
A. 
Carry away the same for disposal in a toilet.
B. 
Place the same in a nonleaking container for deposit in a trash or litter receptacle.
The provisions of §§ 95-2 and 95-3 hereof shall not apply to the guide dog accompanying any blind person or to a dog used to assist any other physically handicapped person.
It shall be unlawful within the Township of Willistown for any person or persons to operate construction vehicles or equipment or demolition equipment or to commence construction activity which results in noise before 7:00 a.m. Monday through Saturday and before 9:00 a.m. on Sunday. All such activity shall cease at 8:00 p.m. each day, provided that the construction equipment is not being used in conjunction with agricultural activities, an emergency or a repair of a public utility, e.g., gas main, water main, electrical power line, etc., in which case this section shall not apply.
It shall be unlawful within the Township of Willistown for any person or persons to engage in any use of or activity upon property that, by reason of flames, smoke, odors, fumes, noise or dust, unreasonably interferes with the use, comfort and enjoyment of a neighbor's property or endangers the health or safety of the occupants of a neighboring property.
Any person or persons violating any of the provisions of this chapter, upon summary conviction, shall be sentenced to pay a fine of not more than $300 and costs of prosecution. Each day that a violation continues shall constitute a separate violation.
