The purpose of this article is to enable the Borough of New Hope to function with a Borough Manager whereby the Borough Council is responsible for legislative policymaking and appointing a Borough Manager who is responsible for supervising and conducting the administrative affairs of the Borough.
The office of Borough Manager is hereby created by the Borough of New Hope, subject to the right of the Borough, by ordinance, at any time to abolish such office.
The Borough Manager shall be selected by a majority vote of all the members of the Borough Council of the New Hope Borough and shall be subject to removal at any time by a majority vote of all members of the Borough Council.

The Manager shall be chosen solely on the basis of his executive and administrative abilities, with special reference to his experience in or his knowledge of accepted practices in respect to the duties of the office herein outlined. The Manager need not be a resident of the Borough of New Hope.
Before entering upon his duties the Borough Manager shall give a bond to the Borough, with a bonding company as surety in an amount as shall be fixed from time to time by resolution of the Borough Council, said bond being conditioned for the faithful performance of his duties, premium for said bond to be paid for by the Borough of New Hope.
The Manager shall be the chief administrative officer of the Borough, and he shall be responsible to the President of the Borough Council, or an appointed member of Borough Council for the proper and efficient administration of the affairs of the Borough and the continuation and implementation of policy and programs as set forth by Borough Council. His authority and duties shall relate to the general management of all Borough business not expressly, by statute, resolution or ordinance, imposed or conferred upon other Borough officers. The Borough Council, or an appointed member thereof, and the Mayor with the approval of Council are hereby authorized to delegate to the Borough Manager, subject to recall by written notification at any time, any of their nonlegislative and nonjudicial authority and duties.

Subject to recall by ordinance, the authority and duties of the Manager shall include the following:
A. 
He shall recommend to the Borough Council the hiring, and when he shall deem it necessary for the good of the service, the suspension or discharge of employees under his supervision.
B. 
He shall recommend to the Borough Council a standard schedule of pay for all employees under his supervision and periodically evaluate the performance of employees under his supervision, recommending them for step increases or promotions in accordance with the pay schedule when appropriate.
C. 
He shall prepare and submit to the Borough Council before the close of the fiscal year, or on such alternative date as the Borough Council shall determine, a budget for the next fiscal year and an explanatory budget message. Upon adoption of a budget, he shall be responsible for the administration of same.
D. 
He shall prepare and submit to the Borough Council as of the end of the fiscal year a complete report on the finances and administrative activities of the Borough for the preceding year.
E. 
He shall keep the Borough Council advised of the financial condition and future needs of the Borough, and make such recommendations as he may deem desirable. He shall prepare periodically recommendations as to a capital expense budget, and he shall also prepare a monthly report on current budget expenditures.
F. 
He shall recommend to the Borough Council from time to time adoption of such measures as he may deem necessary or expedient for the health, safety, or welfare of the community or for the improvement of administrative services.
G. 
He shall, under the direction of the Borough Council, execute and enforce the laws of the commonwealth, and ordinances, resolutions and the bylaws of the Borough.
H. 
He shall attend all meetings of the Borough Council and, upon request of Borough Council, of its committees, with the right to take part in the discussion, and he shall receive notice of all special meetings of the Borough Council and of its committees.
I. 
He shall prepare the agenda for each meeting of the Borough Council and supply facts pertinent thereto.
J. 
He shall see that the provisions of all franchises, leases, permits, and privileges granted by the Borough are observed.
K. 
He shall supervise the performance and faithful execution of all contracts, except insofar as such duties are expressly conferred by statute upon some other Borough officer.

L. 
He shall see that all money owed the Borough is promptly paid and that proper proceedings are taken for the security and collection of all the Borough's claims.
M. 
He shall be the Purchasing Officer of the Borough and he shall purchase, upon receiving approval of the Borough Council, all supplies and equipment for the agencies, boards, departments and other offices of the Borough. He shall keep an account of all purchases and shall, from time to time or when directed by the Council, make a full written report thereof. He shall also issue rules and regulations, subject to the approval of the Council, governing the procurement of all municipal supplies and equipment.
N. 
The Manager shall receive and investigate complaints in relation to Borough services or Borough administration under his jurisdiction and make a report on significant complaints to Borough Council, who shall dispose of such complaints through the committee system, or as a body, or instruct the Manager to dispose of such complaints.
O. 
He shall supervise the writing of all reports and correspondence.
P. 
He shall cooperate with the Borough Council at all times and in all matters that the best interests of the Borough and of the general public may be maintained.
Q. 
He shall perform such other duties as may be required by the Borough Council.
The salary and fringe benefits of the Borough Manager of the Borough of New Hope shall be established, from time to time, by resolution of the Borough Council.
In the case of illness or the absence of the Manager from the Borough, the Borough Council shall delegate one qualified member of the Borough staff who shall perform the duties of the Manager during his absence, illness or disability.
For the purpose of this article, references to the masculine gender shall include the feminine gender.
