A. 
The following sections of the International Building Code 2003 are hereby amended and changed as follows:
(1) 
Section 101.1, Title, shall be amended by inserting "Springfield Township, Montgomery County." (Permitted modification pursuant to Section 503(a) of the Pennsylvania Uniform Construction Code)
(2) 
Section 106, Construction documents, is amended by addition of a new Subsection 106.6 to read as follows:
Section 106.6 Special review and inspection services: Whenever the nature of the building involves construction which is determined by the Building Official to require a review by an expert and/or specialized consultants to assist him in conducting reviews of permit applications and inspections, the Building Official may engage such experts and/or consultants. The costs thereof shall be paid to the Township by the applicant prior to the issuance of any permit. (Permitted modification pursuant to Section 503(a) of the Pennsylvania Uniform Construction Code)
(3) 
Section 106, Construction documents, is amended by addition of a new Subsection 106.7 to read as follows:
Section 106.7 State approval required: Evidence of approval by the Pennsylvania Department of Labor and Industry, when required, shall accompany all applications. (Amended Section 111.0 of the 1981 BOCA Building Code; adopted 3-10-1982 by Ord. 711.)
(4) 
Section 106, Construction documents, is amended by addition of a new Subsection 106.8 to read as follows:
Section 106.8 Curbs and sidewalks: Concrete curbs and/or sidewalks shall be required to be installed when a lot or lots being developed are in an area where a curb and/or sidewalk exists on at least one side of adjacent and contiguous lots. The sidewalk and curbs shall meet the specifications of the Township. It shall be the intent of this section to require the continuity of street improvements in an area where adjacent and contiguous property has been so improved. The Springfield Township Board of Commissioners may defer the installation of curbs and sidewalks based on a review of existing and potential future conditions. Section 310, Residential Group R, is amended by addition of a new Subsection 310.3 to read as follows:
Section 310.3 Minimum habitable floor area: Except in the case of multifamily apartment development having one-bedroom apartment dwellings totaling 70% or more of the total number of apartment dwelling units in such development, each dwelling unit shall have a minimum habitable floor area of 800 square feet per dwelling. Where a multifamily apartment development has 70% or more one-bedroom dwelling units, the number of habitable floor areas of one-bedroom dwelling units shall be as follows and no studio or efficiency dwelling unit shall be permitted:
Not more than 30% of the total number of dwelling units shall be one-bedroom dwelling units having a minimum of 600 and a maximum of 650 square feet of habitable floor area; not less than 30% of the total number of dwelling units shall be one-bedroom dwelling units having a minimum of more than 650 and a maximum of 725 square feet of habitable floor area; not less than 10% of total dwelling units shall be one-bedroom dwelling units having a minimum of more than 725 square feet of habitable floor area.
"Habitable floor area" shall be defined to mean the floor area of a dwelling unit within the outside walls thereof, exclusive of attics, basements, garages, open porches and accessory buildings. (Amended Section 308.0 of the 1981 BOCA Building Code; adopted 7-12-1989 by Ord. No. 772)
(6) 
Section 415.7.4, Dry cleaning plants, is amended by addition of a new Subsection 415.7.4.1 to read as follows:
Section 415.7.4.1 High-hazard dry cleaning plants. Not permitted. (Amended Section 612.3.1 of the 1981 BOCA Building Code; adopted 3-10-1982 by Ord. No. 711.)

(8) 
Section 903, Automatic sprinkler systems, Subsection 2, Where required, shall be amended by addition of a new Subsection 14 to read as follows:
Section 903.2.14 All use groups. An automatic fire-suppression system shall be installed in any structure or portion thereof that is constructed using fabricated wood components, such as but not limited to pre-engineered wood floor or roof truss systems, prefabricated wood I-beams or joists or glued-laminated lumber.
Exception: Additions or alterations to dwellings of Use Group R-4, provided the existing building does not currently maintain an approved fire-suppression system. (Amended Article 17 of the 1981 BOCA Building Code; adopted 3-10-1982 by Ord. No. 711)
(9) 
Section 903, Automatic sprinkler systems, Subsection 2, Where required, shall be amended by addition of a new Subsection 15 to read as follows:
Section 903.2.15 All use groups: In a mixed-use occupancy, an automatic fire-suppression system shall be installed in any portion of a structure below a residential use, regardless of floor area. (Amended Article 17 of the 1981 BOCA Building Code; adopted 3-10-1982 by Ord. No. 711)
(10) 
Section 903, Automatic sprinkler systems, Subsection 2, Where required, shall be amended by addition of a new Subsection 16 to read as follows:
903.2.16 Storage and workshop areas: In all portions of Use Groups A, B and I occupied for storage, workshop or similar purposes.
Exception: Storage and workshop rooms less than 50 square feet in area. (Amended Article 17 of the 1981 BOCA Building Code; adopted 3-10-1982 by Ord. No. 711)
(11) 
Section 903, Automatic sprinkler systems, Subsection 2, Where required, shall be amended by addition of a new Subsection 17 to read as follows:
903.2.17 Use Group R-3 structures: In all buildings or structures or portions thereof of Use Group R-3 when one or more of the following apply:
(a)
Structure is located more than 600 linear feet from the nearest fire hydrant measured along a street, paved road or driveway.
(b)
The entire structure contains more than 4,000 square feet of gross floor area.
(Amended Article 17 of the 1981 BOCA Building Code related to Use Group R-4 structures, reclassified as R-3 within the International Building Code 2003; adopted 3-10-1982 by Ord. No. 711)
(12) 
Section 903, Automatic sprinkler systems, Subsection 4.2, Alarms, shall be amended by addition of a new Subsection 1 to read as follows:
903.4.2.1 Water-flow-detecting devices: All required water-flow-detecting devices shall be installed in accordance with the latest edition of NFPA 13. (Amended Article 17 of the 1981 BOCA Building Code; adopted 3-10-1982 by Ord. No. 711)
(13) 
Section 903, Automatic sprinkler systems, Subsection 4.2, Alarms, shall be amended by addition of a new Subsection 2 to read as follows:
903.4.2.2 Sprinkler alarms: Alarms and alarm attachments shall be required in limited area sprinkler systems in accordance with sections 903.4.2 and 903.4.2.1. (Amended Article 17 of the 1981 BOCA Building Code; adopted 3-10-1982 by Ord. No. 711)

Section 2901.1, Scope, is amended by addition of a new Subsection 1 to read as follows:
Section 2901.1.1 Drainage of yard areas and roofs. All roofs, paved areas, yards, courts and courtyards shall be drained into the stormwater system where accessible, but not into the sanitary sewer system. Where there is no stormwater sewer accessible, such connections shall be discharged into the public gutter, but not over the surface of any sidewalks; provided, however, that when discharge into the public gutter is impractical by reason of distance or natural slope, the Building Inspector may permit such connection over the surface of the premises if adequate provision is made to prevent seepage into any cesspool, septic tank or disposal field or into any cellar and to prevent damage to any neighboring property. (15) 
Chapter 36, Flood Damage Controls, is added to read as follows:
SECTION 3601 GENERAL
3601.1 Scope. In order to prevent excessive damage to buildings and structures due to conditions of flooding, the regulations and construction standards outlined in Article XIIA of the Springfield Township Zoning Ordinance of 1940, as amended, shall apply to all new construction occurring within the Township's designated Floodplain Conservation District. (Amended the 1981 BOCA Building Code by adding Article 26; adopted 2-12-1997 by Ord. No. 822)
(16) 
Appendix D, Fire Districts, Section D101.1, Mapping, is amended by adding the following sentence to read as follows:
"Fire districts are bounded by Zoning Districts Business 1, Business 2, Shopping Center and Industrial." (Amended Section 501.2 of the 1981 BOCA Building Code; adopted 3-10-1982 by Ord. No. 711)
B. 
The following sections of the International Residential Code 2003 are hereby amended and changed as follows:
(1) 
Section R101.1 Title. Shall be amended by inserting "Springfield Township, Montgomery County." (Permitted modification pursuant to Section 503(a) of the Pennsylvania Uniform Construction Code)
(2) 
Table R301.2(1) Climatic and Geographic Design Criteria. Design data shall read as follows:
Ground snow load: 30 pounds per square foot
Wind speed: 90 miles per hour
Seismic design category: C
Weathering: severe
Frost depth: 36 inches
Termite probability: moderate to severe
Decay: slight to moderate
Winter design temp: 10° F.
Ice shield underlayment required: no
Air freezing index: 1500
Mean annual temperature: 52° F.
C. 
The following sections of the International Fire Code 2003 are hereby amended and changed as follows:
(1) 
Section 101.1 Title. Shall be amended by inserting "Springfield Township, Montgomery County." (Permitted modification pursuant to Section 503(a) of the Pennsylvania Uniform Construction Code)
(2) 
Section 103.1 General. Shall be amended to read as follows:
"The Department of Fire Prevention is established within the jurisdiction and under the direction of the Fire Marshal. The function of the Department shall be the implementation, administration, and enforcement of the provisions of this code." (Permitted modification pursuant to Section 503(a) of the Pennsylvania Uniform Construction Code)
(3) 
Section 103.2 Appointment. Shall be deleted and the following language substituted:
"The Fire Marshal position shall be filled as prescribed in the Code of the Township of Springfield." (Permitted modification pursuant to Section 503(a) of the Pennsylvania Uniform Construction Code)
(4) 
Section 105.1 General. Shall be amended by addition of a new Subsection 4 to read as follows:
105.1.4 Permit Fees. Fees for fire permits shall be in accordance with a schedule adopted by resolution of the Board of Commissioners. (Permitted modification pursuant to Section 503(a) of the Pennsylvania Uniform Construction Code)
(5) 
Section 105.6, Required operational permits, shall be amended to read as follows:
105.6 Required operational permits. The Fire Code Official is authorized to issue permits and collect fees as enumerated in Sections 105.6.1 through 105.6.47 in accordance with a schedule adopted by resolution of the Board of Commissioners. [Permitted modification pursuant to Section 503(a) of the Pennsylvania Uniform Construction Code]
(6) 
Section 105.7, Required construction permits, shall be amended to read as follows:
105.7 Required construction permits. The Fire Code Official is authorized to issue permits and collect fees as enumerated in Sections 105.7.1 through 105.7.12 in accordance with a schedule adopted by resolution of the Board of Commissioners. (7) 
Section 307, Open burning and recreation fires, shall be amended by addition of a new Subsection 307.1.1 to read as follows:
Section 307.1.1 Burning of rubbish prohibited. In accordance with Chapter 16, Outdoor Burning, of the Code of Springfield Township, the burning of rubbish shall be prohibited. Bonfires may be permitted only under the conditions specified under section 307.3.1 and subject to any air pollution laws adopted by the jurisdiction. (Amended Section F-301.1 of the 1981 BOCA Basic Fire Prevention Code; adopted 7-14-1982 by Ord. No 712)
(8) 
Chapter 12, Dry cleaning, Section 1201.2 is amended to read as follows:
Section 1201.2 Permit Required. A person shall not engage in the business of dry cleaning without a permit obtained from the Fire Official. Use of high-hazard and moderate-hazard solvents in the dry-cleaning system is prohibited. (Amended Section F-900.2 of the 1981 BOCA Basic Fire Prevention Code; adopted 7-14-1982 by Ord. No 712)
(9) 
Chapter 33, Explosives and Fireworks, Section 3304 is amended by addition of a new Subsection 3304.1.1 to read as follows:
Section 3304.1.1 Storage of explosives and blasting agents: The storage of explosives and blasting agents is prohibited in Springfield Township, except for temporary storage for use in connection with approved blasting operations; provided, however, that this prohibition shall not apply to wholesale and retail stocks of small arms ammunition, explosive bolts, explosive rivets or cartridges for explosive-actuated power tools in quantities involving less than 500 pounds (227 kilograms) of explosive material. (Amended Section F-2701.2 of the 1981 BOCA Basic Fire Prevention Code; adopted 7-14-1982 by Ord. No 712)
(10) 
Chapter 33, Explosives and Fireworks, Section 3305 is amended by addition of a new Subsection 3305.1.2 to read as follows:
Section 3305.1.2 Manufacture of explosive and blasting agents: The manufacture of explosives or blasting agents is prohibited in Springfield Township. (Amended Section F-2701.1 of the 1981 BOCA Basic Fire Prevention Code; adopted 7-14-1982 by Ord. No 712)
(11) 
Chapter 33, Explosives and Fireworks, Section 3302.1 is amended to include the following definition of fireworks:
"Fireworks shall also mean and include any combustible or explosive composition or any substance or combination of substances or article prepared for the purpose of producing a visible or an audible effect by combustion, deflagration or detonation and shall include blank cartridges, toy pistols, toy cannons, toy canes or toy guns in which explosives are used, the type of balloons which require fire underneath to propel the same, firecrackers, torpedoes, skyrockets, roman candles, cherry bombs, sparklers or other devices of like construction and any device containing any explosive or flammable compound or any tablets or other devices containing any explosive substance, except that the term 'fireworks' shall not include auto flares, paper caps containing not in excess of an average of .25 grain (16.2 milligrams) of explosive content per cap and toy pistols, toy canes, toy guns or other devices for use of such caps, the sale and use of which shall be permitted at all times." (Amended Article 2800 of the 1981 BOCA Basic Fire Prevention Code; adopted 7-14-1982 by Ord. No 712).
(12) 
Chapter 33, Explosives and Fireworks, Section 3301.1, Scope, is amended by adding the following:
"The manufacture, storage, offering for sale, exposing for sale, selling at retail or using or exploding of fireworks is prohibited within the Township of Springfield." (Amended Article 2800 of the 1981 BOCA Basic Fire Prevention Code; adopted 7-14-1982 by Ord. No 712)
(13) 
Chapter 34, Flammable and Combustible Liquids, Section 3401 is amended by addition of a new Subsection 3401.1.1 to read as follows:
Section 3401.1.1 Prohibited uses: Bulk, processing or industrial plants, refineries or other plants and distilleries are prohibited within the limits of Springfield Township. (Amended Section F-2902.1 of the 1981 BOCA Basic Fire Prevention Code; adopted 7-14-1982 by Ord. No 712)
D. 
The following sections of the International Plumbing Code 2003 are hereby amended and changed as follows:
(1)

(2) 
Section 106, Permits, Subsection 106.1, When required, shall be amended by addition of a new Subsection, (1) Master Plumber's License, to read as follows:
106.1.1 Master's Plumber's License
1.
It shall not be lawful for any person to install, alter or repair any plumbing or house or building drainage in the Township until a master plumber's certificate or license shall have been granted to said person by the Department of Plumbing Inspection of Springfield Township, nor until they have registered as hereafter provided.
2.
No person other than a registered master plumber, as herein provided, shall be allowed to expose a sign of plumbing, house or building drainage, or the advertisement or display pertaining thereto (wholesale showrooms excepted), nor shall any person or persons other than a registered master plumber, or a registered journeyman plumber in his or their employ (registered apprentices excepted), be allowed or permitted to install, alter, repair or make any connection with any drain, soil, waste or vent pipe or any pipe connected therewith, or to install, repair or alter the location of any waterpipe. (Permitted modification pursuant to Section 503(a) of the Pennsylvania Uniform Construction Code)
(3) 
Section 106, Permits, Subsection 106.1, When required, shall be amended by addition of a new Subsection, (2) Registrations, to read as follows:
Section 106.1.2 Registrations.
1.
Registration of master plumbers. All master plumbers duly registered and licensed to work at the business of plumbing and drainage work, desiring to work in Springfield Township, shall not be required to undergo any examination, and they shall be entitled to register for the year and for and annually thereafter before December 31 of each year.
2.
Registration of journeyman plumbers. All journeyman plumbers duly registered and licensed to work at the business of plumbing and drainage work, desiring to work in Springfield Township, shall not be required to undergo any examination, and they shall be entitled to register for the year and for and annually thereafter before December 31 of each year.
3.
Use of registration by other persons. No person, firm or corporation carrying on the business of plumbing and house drainage shall allow his or their name to be used by any person, directly or indirectly, either to obtain a permit or permits or to do any work under his or their license.

(4) 
Section 106.6.2, Fee schedule, shall be amended by inserting the following:
"Fees for plumbing permits shall be in accordance with a schedule adopted by resolution of the Board of Commissioners." (Permitted modification pursuant to Section 503(a) of the Pennsylvania Uniform Construction Code)
(5) 
Section 106.6.3, Fee refunds, shall be deleted in its entirety. (Permitted modification pursuant to Section 503(a) of the Pennsylvania Uniform Construction Code)
(6) 
Section 108.4, Violation penalties, shall be amended by inserting the following:
Line 7: "Summary Offense"
Line 8: "$1,000" and " 30 days"

Section 108.5, Stop work orders. Shall be amended by inserting the following:
