This article shall apply to all rooming and
lodging houses and psychiatric after-care residences which are held
for rental purposes, together with the land upon which said premises
are located, and any and all other buildings and structures located
thereon.
In the event of a conflict between any provision
of this article and any provision of a zoning, building, housing,
electrical, plumbing, fire, safety, health, water supply or sewage
disposal law, ordinance or regulation, the provision which is more
restrictive and which establishes a higher standard shall prevail.
Every rooming house, boardinghouse and lodging
house, psychiatric after-care residence or structure used for the
above purpose shall be completely protected by an automatic sprinkler
system installed and maintained in accordance with the standards of
the New York Rating Organization of the New York Board of Fire Underwriters
and approved by the Fire Inspector of the Village of Patchogue. The
provisions of this section shall be effective six months after adoption
by the Village Board.
Every such premises or structure described in
application of the provisions hereof, which shall be enlarged, altered
or converted subsequent to the effective date of this article shall
be completely protected by an automatic sprinkler system installed
and maintained in accordance with the standards of the New York Rating
Organization of the New York Board of Fire Underwriters and approved
by the Fire Inspector of the Village of Patchogue. The provisions
of this section shall take effect immediately.
Every sprinkler system installed pursuant to
this article shall be connected to a central alarm station which receives
signals from fire alarm devices within the Village of Patchogue and
relays information pertaining to such fire alarm devices to the appropriate
Fire Department headquarters.
All buildings of two-story height shall be provided
with an emergency lighting system arranged to operate automatically
upon failure of the principal system. Units shall be so located as
to illuminate all exitways for a period of at least 30 minutes.
There shall be an attendant on duty at all times
that the building is occupied. The attendant shall be responsible
for the safe evacuation of the occupants in emergencies. The attendant
shall brief all new occupants, upon arrival, of location of exits
and proper procedures to follow during evacuation of the building.
This section shall take effect immediately.
