Section 133 of the Town Law, as last amended by Chapter 647 of the Laws of 1951, is hereby amended in its application to the Town of Ellicott, County of Chautauqua, New York, to read as follows:
§ 133. When ordinance shall take effect.
Every ordinance and every amendment to an ordinance hereafter adopted or approved by the Town Board of the Town of Ellicott shall be entered in its minutes, and a notice setting forth the title thereof, a brief description of the provisions thereof and a statement that the original is on file and may be inspected in the office of the Town Clerk shall be published once in a newspaper published in the town, if any, or in such newspaper published in the county in which such town may be located, having a circulation in such town as the Town Board may designate, and a printed copy of such notice shall be posted on the signboard maintained by the Town Clerk pursuant to Subdivision 6 of § 30 of this chapter, and affidavits of such publication and posting shall be filed with the Town Clerk. Such ordinance or amendment shall take effect 10 days after such publication and posting, but such ordinance or amendment shall take effect from the date of its service as against a person served personally with a copy thereof, certified by the Town Clerk under the corporate Seal of the town and showing the date of its passage and entry in the minutes.
