Culverts shall be provided to carry all surface drainage across roads and under driveways, when locations of such driveways are known, and shall be so located and of such size as will cause no interference with the free passage of all surface water from the area served at all times. The culverts shall be installed also at all intersections where required to provide uninterrupted flow in roadside ditches or gutters. Culvert pipes shall be firmly and uniformly bedded on natural subsoil where suitable and where approved by the Engineer, but where subsoil is unstable, designs for special foundations or supports shall be submitted for approval by town authority. Pipe bedding shall be of uniform density throughout the length of each culvert, and rocks and boulders shall be removed for a minimum depth of six inches below the flow line of the pipe and the resulting space backfilled as may be required to provide such uniformity.

Culvert pipe shall be laid true to grade and alignment, and joints shall be tightly made of cement mortar consisting of one part portland cement to three parts sand or other jointing material, for other mechanical joints wherever required by the Town Engineer to provide suitable pipe joints.

The natural, excavated and embankment surface and the roadway structure adjacent to both ends of all culverts and drains shall be protected from scouring or displacement by headwalls, wing walls, retaining walls, catch basins, stone riprap and slope and gutter paving as may be required by town authority.

Culvert pipe shall be made of reinforced concrete or shall be corrugated aluminum pipe, as may be designated by the Engineer, and shall conform to the latest specifications therefor of the Department of Public Works, Division of Highways, State of New York.
All culvert pipe shall have an inside diameter of at least 15 inches.

Where the subgrade of pavement or the condition of abutting land is such that subsurface water may be present in appreciable amounts, sufficient subdrains will be required to remove or cut off existing water as ordered by the Engineer. Subdrains shall conform to the requirements of § 109-13 hereof.
