Material for embankments and fills shall be
such as will compact well and resist settlement and displacement.
Organic matter, muck, unmixed clay and sand or similar materials shall
not be used. Rock fills shall contain no voids. Deep earth fills shall
be constructed in layers not exceeding 12 inches in depth. Such fills
shall be suitably rolled and compacted if pavement is to be placed
thereon the same season. Embankment slopes, unless otherwise ordered,
shall have slopes not steeper than two horizontal to one vertical.
