Upon the subbase, as hereinabove specified,
there shall be constructed a base course conforming to Item 403.11,
Asphaltic Concrete Base Course - Type 1, and a top course conforming
to Item 403.1701, Asphaltic Concrete - Type 6F Top Course (High Friction)
Marshall Design, of the Construction and Materials Standard Specifications
by the Office of Engineering, New York State Department of Transportation,
as adopted January 2, 1985, or as amended and revised, except as hereinafter
specifically changed and as hereinafter amplified. All mixes trucked
to the job shall be accompanied by a certification from the asphalt
mixing plant stating that the mix conforms to the specifications.

The compacted base course shall have a finished
thickness of not less than four inches, and the compacted top course
shall have a finished thickness of not less than two inches. The total
combined thickness of both courses shall be not less than six inches.

Hand application of bituminous materials, including
spreading of asphaltic concrete, shall be permitted only where the
total road length to be improved is less than 200 feet. Otherwise,
bituminous material shall be applied with a pressure distributor and
asphaltic concrete material shall be spread with an approved finishing
machine operated, equipped, regulated and controlled as required by
current Public Works Specifications of the State of New York.

Bituminous and asphaltic concrete materials
shall meet such specifications and be subject to such tests and approvals
as are directed by such Engineer; provided, however, that only such
bituminous and asphaltic concrete materials as are commonly used in
New York State for highway construction of a similar nature and as
are available in Westchester County for distribution with pressure
distributors or finishing machines shall be required. No bituminous
or asphaltic concrete material shall be applied until the specifications
therefor have been determined, samples furnished, tests made, if required,
and approval in writing given by such Engineer.
Samples, in the volume directed by such Engineer,
of all paving materials which are to be incorporated in the work under
these specifications shall be submitted to such Engineer at least
30 days prior to their proposed use, unless otherwise specifically
directed by him in writing. Such Engineer shall, within 20 days after
the receipt of such samples, approve or reject materials conforming
thereto. If not rejected within that time, the samples shall be deemed
approved. Only paving materials conforming to approved samples shall
be brought to or incorporated in the work.

As per New York State specifications, no paving
work shall be done between October 15 and May 15 unless approved in
writing by the Engineer.
