GENERAL REFERENCES
Dogs and other animals — See Ch. 17.
No person or corporation shall, within the territorial limits of the Village of Russell Gardens, make, aid, countenance, encourage or assist in making any unusual or improper noise, riot or disturbance to the annoyance or inconvenience of travelers or persons residing therein, nor shall any person use any profane, obscene or vulgar language in any street or public place in said village.

A. 
No radio, television, recording device or other sound-producing equipment of similar audio nature shall be played or operated so as to produce noise that exceeds the limits in § 30-6.
B. 
Music shall not be played in such a way that it exceeds the limits in § 30-6.
C. 
No stationary or portable air conditioner unit shall be operated so as to produce noise that exceeds the limits in § 30-6.

D. 
Generators may be used only in emergency situations that result in power outages. Testing of generator equipment shall not occur:

(1) 
More than once a week; and
(2) 
At any time on Saturdays, Sundays or holidays; and
(3) 
Between the hours of 4:00 p.m. and 10:00 a.m.
E. 
Any exterior unit used in conjunction with this section shall, in addition with other requirements, be subject to Design Review Board review including, but not limited to, being screened in by shrubbery.

Every motor vehicle shall have and maintain in good working order an adequate muffler in constant operation so as to prevent any loud or unusual noise.

No construction work, professional gardening or any other noise-producing activity by any person shall be permitted in the village except as set forth herein:
A. 
From Monday through Friday, between the hours of 8:00 a.m. and 6:00 p.m.
B. 
On Saturday, between the hours of 9:00 a.m. and 6:00 p.m.
C. 
On Sunday, no such work shall be permitted, except that private residents shall be permitted to perform work upon their own structures.
D. 
Nothing herein contained shall prohibit a private resident from mowing his lawn at any time deemed suitable by him.
E. 
No person shall cause or permit the operation of any gasoline-powered blower equipment within 300 feet of any residential property in the Village of Russell Gardens between July 1 and September 15.

F. 
No person shall cause or permit the operation of any gasoline-powered blower equipment within 300 feet of any residential property in the Village of Russell Gardens on Saturdays and Sundays.

After the effective date of this section, no person shall install any burglar alarm that shall produce an audible noise of any kind unless such alarm shall have an automatic cutoff to terminate such noise after the expiration of no more than 15 minutes from the time it commences to sound.

No person shall create, emit or issue, nor suffer to be created, emitted or issued, any noises or sounds in excess of sound levels on the following schedule ("Maximum Permissible Sound Levels at Specified Times Measured in dBA") measured at any or beyond any lot line of the property on which such noise is being generated:

Any person committing an offense against any provision of this chapter shall be punishable as provided in Chapter 1, General Provisions, Article III, Penalties.
