The owner and occupant of premises abutting
on any Town highway shall not throw, dump, deposit or place or shall
not cause or permit to be thrown, dumped, deposited or placed on any
Town highway, or within the limits of the right-of-way of such Town
highway, or upon private land adjacent thereto, any ice, snow or water
at times when the water may freeze due to climatic conditions.
Any person committing an offense against the
provision of this article shall be guilty of a violation punishable
by a fine not exceeding $250 or by imprisonment for a term not exceeding
15 days, or by both such fine and imprisonment. The continuation of
an offense of the provisions of this article shall constitute, for
each day the offense is continued, a separate and distinct offense
hereunder.
