No person, firm or corporation shall discharge or cause to be discharged
any water from private property, by means other than by natural flow of surface
water, on the public highways.
Drainage of water, by means of pumps, pipes or other means, onto private
property causing water to accumulate on public highways shall be deemed a
violation of this ordinance.
Every person, firm or corporation who shall violate this ordinance shall
be guilty of a misdemeanor and, upon conviction, shall be punished by a fine
of not more than $50 for each violation.
