There is hereby established a Volunteer Emergency Medical Service Corps which shall consist of volunteer persons whose duty it shall be to render emergency medical care and emergency medical transportation to the public within the City of Glen Cove by means of city-owned vehicles.
A. 
There shall be a Board of Trustees, which shall consist of four members from outside the Corps membership, two members from the Corps and the Chief of the Corps. The Captain and the Administrative Manager shall be ex-officio members of the Board.

B. 
Two of the members from outside of the Corps shall be appointed by the Mayor with the approval of the City Council within the first month of each year and shall serve for a two-year term. Of the original four members, two shall serve until December 31, 1985, and two shall serve until December 31, 1986.
C. 
The members from the Corps shall be elected at the annual meeting preceding the January in which the Mayor takes office and shall serve for two years. The original members shall serve until December 31, 1985.
The Volunteer Emergency Medical Service Corps, upon its information, shall promulgate its own Constitution and bylaws as to its form and procedures, which Constitution and bylaws shall then be adopted by the City Council.
