Except as otherwise provided by Article VIII, or as modified specifically herein, no person shall stop, stand or park a vehicle in any of the following places:
A.
Within an intersection.
B.
On a crosswalk.
C.
Upon the approach to an intersection, within 15 feet
of the inside boundary line of the sidewalk, or, if no sidewalk is
in place, within 25 feet of the intersecting roadway, excepting that
this provision shall not apply at alleys.
D.
Within 20 feet of the driveway entrance to any fire
station, or directly across the street from such entrance.
E.
Within 10 feet of a fire hydrant.
F.
In front of a private driveway.
G.
On a sidewalk.
H.
Alongside or opposite any street excavation or obstruction
when such standing or parking would obstruct traffic.
I.
Within any space designated as a bus stop. (This restriction
does not apply to any bus while on its regular run.)
J.

A.
The Board
of Trustees, by resolution at any regular or special meeting, may
establish the location and time limit in which no person shall stop,
stand or park any vehicle for longer than the time limit shown at
any time between the hours listed, and upon any of the streets or
parts of streets as determined by the Board of Trustees.
B.
Any parking
regulations and parking signs heretofore installed and presently erected
within the Village of Patchogue are hereby ratified, and no further
resolutions shall be necessary with respect thereto.

The parking of trailers, as defined in Section 156 of the New
York State Vehicle and Traffic Law, is prohibited on all Village streets
between the hours of 9:00 p.m. and 6:00 a.m. daily.

between the hours of 3:00 a.m. and 6:00 a.m. on Friday, Saturday or

The Village of Patchogue (as well other governmental entities)
owns within the Village boundaries certain public lands and facilities
which were established for public use. Some of these facilities are
available exclusively to Village residents. Usage of these public
lands and facilities has increased to the point where their intended
patrons and employees can no longer conveniently gain access to said
lands and facilities. Therefore, the Board of Trustees declares it
to be the policy of the Village of Patchogue to regulate parking in
those areas adjacent to public lands and facilities according to the
provisions set forth in this section.

D.
Parking permits.
(1)
A resident parking permit shall entitle any permitted registered
vehicle to park in the areas designated by this section. The permit
shall be issued by the Village Clerk upon sufficient proof that the
applicant is a Village resident and the applicant's vehicle is validly
registered. One permit shall be issued per registered vehicle. The
Village shall not impose a fee for the issuance of said permit.
(2)
A nonresident parking permit shall entitle any permitted registered
vehicle to park in the areas designated by this section. The permit
shall be issued by the Village Clerk upon sufficient proof that the
nonresident vehicle is validly registered. One permit shall be issued
per registered vehicle. To ensure sufficient parking and access to
public facilities, only a limited number of daily nonresident parking
permits will be available. The fee for this permit and the number
of permits shall be set by resolution of the Board of Trustees.

The following provisions shall apply to a vehicle, found to
be in violation of this chapter, that constitutes a hazard or obstruction
to traffic:
A.
Upon failure to be removed by the owner or operator, upon the order
and under the direction of a police officer, Code Enforcement Officer
or public safety officer, or within a reasonable time, the vehicle
may be removed by or under the direction of a police officer, Code
Enforcement Officer, or public safety officer.
B.
Upon such removal, the vehicle may be stored in a suitable place
by the police officer, Code Enforcement Officer or public safety officer,
at the expense of the owner, and may not be redeemed by the owner
or his duly authorized agent until payment is made to the Village
Clerk in the amount of all expenses actually and necessarily incurred
in effecting such removal, not exceeding a sum for such removal and
a sum for per-day storage thereof, as set forth from time to time
by resolution of the Board of Trustees.[2]

C.
It shall be the duty of the police officer, Code Enforcement Officer
or public safety officer in charge of removal and storage of any motor
vehicle to report forthwith the same to the Village Clerk, and it
shall be the duty of the Village Clerk to notify the owner of the
motor vehicle of the disposition of the vehicle and of the amount
of money which the owner will be required to pay to redeem said vehicle.

Editor's Note: A preamble to this section stated that the
streets and parts of streets, and parking fields, included in the
area from the west side of South Ocean Avenue to the Patchogue River,
from Laurel Street to the Great South Bay, are narrow and heavily
traveled, that from the period of May 15 to October 1 of each year
said streets are subject to abnormally heavy traffic, both vehicular
and pedestrian, and that parking, stopping or standing vehicles on
these streets at certain times creates serious traffic congestion
and is a potential danger and hazard to the welfare, comfort, convenience
and safety of the residents of the Village.
