As used in this article, the following terms shall have the meanings indicated:
ELECTRONIC COMMUNICATION DEVICE
Any electronic equipment approved by the Village, capable of transmitting information via telephone, cable, fiber, satellite or antenna to the Village for payment of parking at parking spaces where payment for such space is requested. This includes but is not limited to mobile or vehicle mounted computers with an on-line connection, mobile (cellular) phones, personal digital assistants, or any other electronic communication device approved by the Village.
PARKING METER or PARKING PAY STATION
Any mechanical device or meter, not inconsistent with this article, placed or erected for the regulation of parking by authority of this article.
PARKING METER SPACE
Any space within a parking meter zone adjacent to a parking meter or located in an area controlled by a parking meter and which is duly designated for the parking of a single vehicle by lines painted or otherwise durably marked upon the curb or the surface of the street adjacent to or adjoining a parking meter.
PARKING METER ZONE
Any and all streets set aside under the provisions of this article for the installation and operation of parking meters and upon which parking meters have heretofore been installed and are in operation.

A. 
The following named and described areas, streets or portions of streets and such other areas, streets or portions of streets as may hereafter be included in this section by amendment hereto shall constitute Parking Meter Zone A:
(1) 
Along the northerly side of Main Street from West Avenue to Rider Avenue, except where parking is otherwise prohibited or designated as a loading zone.
(2) 
Along the southerly side of Main Street from West Avenue to Rider Avenue, except where parking is otherwise prohibited or designated as a loading zone.
(3) 
Along the westerly side of Railroad Avenue from Main Street to South Street, except where parking is otherwise prohibited or designated as a loading zone.
(4) 
Along the easterly side of Railroad Avenue from Main Street to an extension of the center line of South Street, except where parking is otherwise prohibited or designated as a loading zone.
(5) 
Along the easterly side of South Ocean Avenue between Main Street and Terry Street, except where parking is otherwise prohibited or designated as a loading zone.
B. 
The following named and described areas, streets or portions of streets and such other areas, streets or portions of streets as may hereafter be included in this section by amendment hereto shall constitute Parking Meter Zone B:
(1) 
Church Street Municipal Parking Field (also known as Municipal Parking Lot Number 6): lands that are owned or leased by the Village of Patchogue within the block bounded by Main Street, South Ocean Avenue, Church Street and Railroad Avenue that are paved and marked or indicated by lines within which motor vehicles are intended to be parked.
(2) 
Oak Street Parking Fields (also known as Municipal Parking Lot Numbers 1 and 3): lands that are owned or leased by the Village of Patchogue within the area bounded Main Street on the south, South Ocean Avenue on the west, Oak Street on the north, and Maple Avenue on the east that are paved and marked or indicated by lines within which motor vehicles are intended to be parked, except for areas that are not designated as areas where a fee is charged for parking.
(3) 
Terry Street West Municipal Parking Field (also known as Municipal Parking Lot Number 5): lands that are owned or leased by the Village of Patchogue within the area bounded by Main Street, South Ocean Avenue, Terry Street and a northward extension of the east curbline of Taylor Lane that are paved and marked or indicated by lines within which motor vehicles are intended to be parked.
C. 
The following named and described areas and such other areas as may hereafter be included in this subsection by amendment hereto shall constitute Parking Meter Zone C:
(1) 
The first 30 parking stalls along the southerly platform of the Patchogue Village Railroad Station, commencing from the first stall nearest West Avenue and then continuing for 30 parking stalls east thereof.
(2) 
From the 14th parking stall along the southerly side of the platform of the Patchogue Village Railroad Station, as measured from the terminal building, through and including the 39th parking stall lying east of said terminal building.
(3) 
From the first stall, 28 feet east of West Avenue along Division Street to a point 496 feet east thereof.
(4) 
From the first stall, 29 feet west of South Ocean Avenue along Division Street to a point 500 feet west thereof.
(5) 
From West Avenue, along the street side of the Sephton Street Parking Lot, to Railroad Avenue.
(6) 
From West Avenue, along the railroad track side of the Sephton Street Parking Lot, to Railroad Avenue.

Each parking meter installed shall indicate, by a proper legend, the legal parking time established by the Village and, when operated, shall indicate the duration of the period of legal parking.
A. 
Lines or markings shall be painted or placed upon the curb and/or upon the street or avenue for the purpose of designating the parking space for which said meter is to be used, and each vehicle parking adjacent to any parking meter shall park within the lines or markings so established. It shall be unlawful and a violation of this article to park any vehicle across any such line or marking or to park said vehicle in such position that the same shall not be entirely within the area so designated by such lines or markings.

B. 
When a parking space in any parking meter zone is parallel with the adjacent curb or sidewalk, any vehicle parked in such parking space shall be parked with the foremost part of such vehicle nearest to such meter.[1]

C. 
Any violation of the parking requirements set forth in this section shall be termed hereinafter as "improper parking."

When a vehicle is parked in a parking space located in Zone A, Zone B or Zone C as designated in § 415-22, which space is adjacent to or located within an area controlled by a parking meter, the operator of the vehicle shall, upon entering the parking space, immediately deposit or cause to be deposited in the parking meter such proper coins or currency of the United States or insert an electronic debit or credit card or make payment by an electronic communication device as is required for the parking meter, and as designated by direction on the meter; failure to deposit such coins or currency or to insert an electronic debit or credit card or to make payment by an electronic communication device and put the meter in operation shall constitute a violation of this chapter. Upon depositing such coins or currency or inserting the electronic debit or credit card or making payment by an electronic communication device and placing the meter in operation, the parking space may be lawfully occupied by the vehicle for the period of time provided for in § 415-26. If the vehicle remains parked in the parking space beyond the parking time limit fixed for the parking space, such vehicle shall be considered as parked overtime and in violation of this chapter.

A. 
In addition to the rules and regulations stated herein, official posted signs, pavement markings and instructions on parking pay stations shall govern the rules and regulations regarding specific parking locations within Zone A, Zone B, and Zone C as stated in § 415-22 of the Village Code, including but not limited to parking fees, duration of the legal parking period, and time periods when parking fees are in effect. These rules and regulations shall be as set from time to time by resolution of the Board of Trustees.[1]

B. 
The charge made for the use of each such parking space in Zone B and Zone C shall be waived for those holding a parking permit pursuant to § 415-19D.

A. 
It shall be a violation of the provisions of this article for any person to cause, allow, permit or suffer any vehicle registered in the name of or operated by such person to be parked overtime or beyond the period of legal parking established for any parking meter zone as described in this article.
B. 
It shall be a violation of the provisions of this article for any person to cause, allow, permit or suffer any vehicle registered in the name of or operated by such person to remain or be placed in any parking space controlled or regulated by a parking meter or parking pay station while the period of time prescribed or fixed for such parking space is or has expired.

C. 
It shall be a violation of this article for any person to deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this article.
D. 
It shall be a violation of this article to deposit or use in any parking meter any slugs, device or metallic substance or other substitute in place of the required currency, electronic debit or credit card, or other electronic payment.
E. 
It shall be a violation of this article for any person to maintain any vehicle or portable stand or trailer in any parking space adjacent to any parking meter for the purpose of soliciting trade therefrom.
F. 
The Board of Trustees may, by resolution, fix specific penalties for violations of this article.
Notice of violation of this article shall be affixed to any vehicle that violates the provisions of this article, and such notice shall include in its contents:
A. 
The number of such parking space in which the vehicle occupying the parking space is or has been parking in violation of any of the provisions of this article.

B. 
The state license number of such vehicle.
C. 
The time during which such vehicle is parking in violation of any of the provisions of this article.
D. 
Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violation.[1]

No. 8-1962 also provided that the Board of Trustees may, from time to time, fix specific penalties to be applicable to various violations of Ch. 415 of the Village Code.
