For the purposes of this article, unless a different
meaning clearly appears from the context:
MUNICIPAL PARKING FIELD
Shall mean any place owned or leased by the Village for the
parking of motor vehicles by the public.
PARKING STALL
Shall mean a space in a "municipal parking field" marked
or indicated by lines appearing on the pavement, within which a single
motor vehicle is to be parked.
The operator of a motor vehicle shall only use
the respective entrance and exit passageways indicated by signs, for
the respective purposes of entering into and exiting from a municipal
parking field.
A. In any municipal parking field in which parking stalls
are not marked out or indicated, all motor vehicles shall be parked
with respect to any indicated line of parking as is designated on
any sign therein. Each vehicle shall be parked so that there shall
be a space of at least two feet and not more than three feet from
any other vehicle already parked. No vehicle shall extend more than
18 feet from the said indicated line of parking.
B. In any municipal parking field in which parking stalls
are marked out or indicated, motor vehicles shall be parked within
and parallel to the side lines of any such stall and shall not extend
more than 18 feet from the front line of such stall.
C. Any violation of the parking requirements set forth
in this section shall be termed hereinafter "improper parking."

No motor vehicle shall be parked in any space
designated by a sign as a "No Parking" area.
A. Except as provided in §
415-40, no passenger vehicle shall be parked in a municipal parking field for more than 24 consecutive hours. Specific provision may be made for parking for less time by resolution of the Board of Trustees, in which case the limitations shall be clearly marked on the signs erected under the supervision of the Board of Trustees, and any parking beyond the length of time thus specified shall constitute a violation of this article.

B. No commercial vehicle shall be parked upon any municipal
parking field adjacent to or used in connection with any Village-owned
recreation area at any time.
No repair work on any motor vehicle, except
emergency repairs, shall be done or performed in any municipal parking
field.
The Board of Trustees of the Village of Patchogue
is authorized to designate by regulation any safety zone, parking
spaces, parking areas, fire lanes or other traffic regulations within
any public parking field, in addition to those otherwise provided
for in this article, and to limit or prohibit parking in such zones,
spaces and areas. A violation of any such regulation, marked and indicated
by suitable signs, shall constitute a violation of this article.
No person shall maintain any vehicle or portable
stand or trailer in or on any Village parking field for the purpose
of soliciting trade therefrom.

A. No person shall park in the municipal parking field
at the Patchogue Railroad Station for more than 72 hours. The fee
for parking at the station shall be set by resolution of the Board
of Trustees.

B. In addition, the Village may tow away any vehicle in violation
hereof to the municipal garage, and said vehicle may be redeemed only
upon payment of an additional fee as set from time to time by resolution
of the Board of Trustees. Vehicles not redeemed within 30 days may be sold by the
Village at public auction and the proceeds may be applied to payment
of the redemption charge.

No motor vehicle having a gross weight in excess
of 6,000 pounds shall enter or drive upon any portion of the municipal
parking field on West Avenue for any purpose whatsoever, other than
municipal vehicles performing work on that field.

No motor vehicle shall be parked in any parking
stall designated by red lines and appropriate signs and other markings
in any municipal parking field pursuant to resolutions of the Board
of Trustees and pursuant to the provisions of this section as it was
enacted by L.L. No. 30-1976.

No person shall park any vehicle in parking
stall Nos. 40, 41, 42, 43, 163, 164 and 165 at the Patchogue Railroad
Station parking field for a continuous period of more than 20 minutes
or in any other such stalls in said parking field which shall be suitably
marked to indicate the limitation of parking to 20 minutes as may
be designated from time to time by the Board of Trustees by appropriate
resolution.

The Board of Trustees may, by resolution, from
time to time, set aside parking stalls in the railroad station parking
field for the use of Village residents only. The number and location
of such stalls shall be determined by such Board resolution. Any such
stalls restricted for Village resident parking shall be appropriately
marked, and signs shall be placed to indicate the restricted parking.
A. Upon the placement of such signs and markings, no
person shall park, stand or stop or permit or suffer to park, stand
or stop any vehicle in any parking stall restricted as above unless
such vehicle shall bear a valid permit sticker issued by the Clerk
of the Village of Patchogue as set forth below.
B. Permit stickers may be obtained by Village residents
only upon application to the Village Clerk on forms provided for that
purpose.
C. Any person who shall have obtained a parking permit
sticker hereunder shall cause said sticker to be removed from the
vehicle for which it is issued when such sticker becomes invalid by
reason of the sale of the motor vehicle to a non-Village resident,
the loss of residency within the Village by the permit holder or for
any other reason whatsoever. No person shall make use of such permit
unless the owner of the vehicle concerned is a resident of the Village
of Patchogue at the time of such use.
D. Any violation of this section shall be punished by
a fine of not less than $25 and not more than $250.

The Board of Trustees may, by resolution, from
time to time, designate parking stalls in the railroad station and
Sephton Street parking fields for the use of vehicles bearing permits
issued pursuant to this section only. The number and location of such
stalls shall be determined by such resolution. Any stalls so restricted
for permit parking shall be appropriately marked, and signs shall
be placed to indicate the restricted areas.
A. Upon the placement of such signs and markings, no
person shall park, stand or stop, or permit or suffer to park, stand
or stop, any vehicle in any parking stall restricted as above, on
any day from Monday through Friday inclusive, unless such vehicle
shall bear a valid permit sticker issued by the Clerk of the Village
of Patchogue as set forth below.

B. Permit stickers shall be issued in such numbers as
the Village Board shall determine will permit the maximum use of such
restricted stalls, in order in which the applications are received.
Application shall be made to the Village Clerk on forms provided for
that purpose.
C. A semiannual fee as set from time to time by resolution
of the Board of Trustees shall be paid simultaneously with each application and
any renewal application. Permits shall expire on June 30 and December
31 in each year. The fee shall be prorated with respect to any new
application made after the commencement of any semiannual period.
D. Such parking permit stickers shall be nontransferable.
Any person who shall have obtained such a permit sticker shall cause
said sticker to be removed from the vehicle for which it is issued
when such sticker becomes invalid by reason of the sale or transfer
of the motor vehicle to any other person.
E. Any violation of this section shall be punished by
a fine of not less than $25 and not more than $250.

A. No person shall park a vehicle in the Marina Parking
Lot, on the east side of South Ocean Avenue, nor in the Municipal
Pool Parking Lot, on the west side of South Ocean Avenue, both of
said lots located in the vicinity of the Mascot Dock, except as permitted
according to the following hours of operation and subject to such
rules in regard thereof as the Board of Trustees may establish from
time to time:
(1) 6:00 a.m. to 6:00 p.m.: open to Village residents
and nonresidents alike.
(2) 6:00 p.m. to 12:00 midnight: open to Village residents
only by parking permit issued upon application to the Village Clerk
on forms provided for that purpose, or to Village residents and nonresidents
alike by dated permit issued upon authorized admission to the municipal
pool to attend the aqua show, practice or any related function.
(3) 12:00 midnight to 6:00 a.m.: closed to all persons.
B. Such parking permit stickers shall be nontransferable.
Any person who shall have obtained a parking permit sticker shall
cause said sticker to be removed from the vehicle for which it is
issued when such sticker becomes invalid by reason of the sale or
transfer of the motor vehicle to any other person or when the permit
holder is no longer a resident of the Village of Patchogue.
C. Any violation of this section shall be punishable
by a fine of not less than $25 and not more than $250.

A. No person who owns, operates or leases a motor vehicle shall allow or permit the operation of the engine of a motor vehicle while said vehicle is stopped in excess of five minutes on any municipal parking field, as defined in Article
XI, §
415-32 of this code, or in any public parks in the Village of Patchogue.
B. Exceptions. The provisions of Subsection
A shall not apply:
(1) To public safety vehicles responding to an emergency or engaged in
a street closure.
(2) When a vehicle is forced to remain motionless because of a traffic
condition over which the operator has no control.
(3) When regulations adopted by federal, state, or local agencies having
jurisdiction require the maintenance of a specific temperature for
passenger comfort, the idling time specified in this section may be
increased, but only to the extent necessary to comply with such regulations.
(4) When necessary to provide power for an auxiliary purpose, such as
for loading, discharging, mixing or processing cargo, controlling
cargo temperature, construction, or when the vehicle is being serviced.
(5) When necessary for the operation of mobile receiving and transmitter
stations or mobile telephones.

Parking, standing and pedestrian access or use
is prohibited in the Baker Street Municipal Parking Fields between
the hours of 6:00 p.m. and 6:00 a.m., unless Patchogue Village Hall
is open for official business or by special permission of the Patchogue
Village Board of Trustees.

Parking, standing and pedestrian access or use
is prohibited in the Academy Street Municipal Parking Field between
the hours of 8:00 p.m. and 5:00 a.m. unless a special permit is obtained
from the Incorporated Village of Patchogue.

Parking, standing and pedestrian access or use
is prohibited in the Oak Street Municipal Parking Field on the south
side of Oak Street between the hours of 12:00 midnight and 6:00 a.m.
unless a special permit is obtained from the incorporated Village
of Patchogue.
