A Police Department is hereby established, which shall consist of the
Chief of Police and such officers, Sergeants, Corporals, Patrolmen First Class
and patrolmen as may be authorized by resolution of the Mayor and Council
from time to time.
Members of the Department aforesaid shall constitute the police force of the city pursuant to § C4-1B(45) of the Charter of Crisfield and shall have the authority of constables, policemen, law enforcement officers or police officers under the laws of the State of Maryland, as follows: to enforce the laws and ordinances in effect in the city, to investigate violations thereof, to make application for statement of charges, to issue citations, to make lawful arrests, to carry firearms as provided by law and to exercise the authority of conservators of the peace.
A.Â
Chief of Police.
(1)Â
The Chief of Police shall be appointed by the Mayor with
the approval of the Council pursuant to the Charter.
(2)Â
The Chief shall be the executive head of the Department,
receive such compensation as provided by the city budget, be responsible for
the planning and implementation of all law enforcement responsibility conferred
upon members of the Department, supervise recordkeeping, report regularly
to the Mayor and Council, prepare an annual budget, be custodian of all property
belonging to the Department and shall take all necessary steps to preserve
and maintain same and to operate the Department within the approved budget.

The Chief of Police, subject to approval of the Mayor
and Council, shall make such rules and regulations concerning the conduct
and duties of the members of the Department and other personnel assigned to
the Department, uniforms and insignia and such other matters as may be necessary
for the proper regulation of the Department and may embody all or any of them
and recommended schedules for infractions thereof in a manual.

The members of the Police Department shall receive compensation
for authorized hours actually worked at the hourly rate specified in the City
Classification Chart.

Each full-time member of the Department shall devote
his primary time and attention to the services of the Department, with certain
hours being allocated to regular tours of duty. Full-time officers are considered
to be at all times available for duty and must act promptly at any time that
their services are required, except when on authorized leave or in the event
of disability.

All members of the Department shall comply with the Department's
Code of Ethics, Standard of Professional Conduct and Responsibilities and
the Rules and Regulations of the Crisfield Police Department and shall be
subject to discipline or dismissal for breach thereof.

Appointments as members of the Department shall be made for a probationary
period, which, in the case of individuals already certified as police officers,
shall continue until 12 months after the date of hiring, and, in the case
of individuals not so certified, shall continue until 12 months after the
date certification is achieved. Policemen so employed may be dropped from
the rolls or discharged, in the discretion of the city, at any time during
the probationary period. At the termination of the probationary period, members
appointed shall continue in their respective employment during their good
behavior and efficiency, subject to the provisions hereof and of the city's
personnel policies and procedures.

The Department shall include a canine unit. It shall
be a misdemeanor to interfere with a member of the unit in the performance
of his duties or to harass or injure (mortally or otherwise) the same.
B.Â
The K-9 rules and regulations are approved
as an addendum to the Rules and Regulations of the Department.
