No person shall hereafter maintain, erect or construct any show window, bay window, step, stoop, platform, shed, post, pole, fence, gate, open-area railing, sign or any other obstruction made or composed of any material whatever to any building in this Borough, so that the same shall extend upon, into or over any sidewalk, street, avenue, lane or alley.
No person shall maintain, erect or construct any grating, cellar door or other cover over any areaway projecting into or under any sidewalk in this Borough, unless the same, with its hinges, shall be as nearly flush with the sidewalk as it is possible to make the same.
No person shall hereafter maintain or place any post, pole, sign, awning, stand, showcase, box, barrel, keg, bag, bale, crate or goods, wares and merchandise, or any other thing or things upon the streets or sidewalks of this Borough, except as hereafter provided.
No person shall maintain, erect, place or construct any sign, awning, lamp or other thing over any sidewalk in this Borough, unless the same shall be at least eight feet above the sidewalk.
No truckman, drayman, expressman, or any other person shall hereafter deposit from a truck, dray, cart or wagon of any kind any box, barrel, keg, bag, bale, crate, goods, wares, or merchandise of any kind upon the streets or sidewalks of this Borough, unless some person shall be there to receive the same; and it shall be the duty of the person or persons to whom said goods are consigned to immediately remove the same from said street or sidewalks.
No person or persons shall throw, cast, scatter, deposit, sweep or spill any ashes, soil, sand, dirt, cinders, shells, straw, paper of any kind, offal, fruit rinds or skins of any kind, tin cans, sticks, stones, rags, glass, glass or other kinds of bottles, old iron, manure, dirt or refuse of any kind whatsoever in or upon any of the sidewalks, lanes, alleys, streets or public places of this Borough; and it shall be the duty of the owner, occupant or user of any factory, dwelling house, shop or other place or places, vacant or otherwise, to keep the weeds and brush cut in the gutters between the sidewalks and the road, street or avenue, and to keep the trees trimmed eight feet above the sidewalk and public streets on said property.
No person or persons shall paste upon or attach to any tree or bridge, fence, post, wall or other public place or places in this Borough any handbills, advertisements, circulars or any printed or written matter whatsoever, without first having the written consent of the Mayor and Council, provided that nothing herein contained shall apply to any notice or notices required or prescribed by law and designated "Legal Notices," which shall be posted on bulletin boards provided by the Borough.
No building material or materials shall be left on any street, avenue or sidewalk in this Borough, without having attached thereto a light at night, securely fastened; and said material or materials shall not be left on said street, avenue or sidewalk for a longer period than 24 hours, unless by written permit of the Mayor and Council.
All other obstructions of every kind and character that will impede the use of any street, avenue, lane, alley or road in this Borough are hereby declared to be a nuisance, and the same shall be removed therefrom. In case the owner or occupant shall neglect to remove the same, it shall be the duty of the marshals of this Borough to notify such owner in writing to remove such nuisance within 24 hours of the service of such notice, and upon failure so to do within the time limit prescribed in such notice and this article, it shall be done at the expense of the Borough, and the cost of the removal thereof, in addition to the other penalties prescribed in this article, shall be recoverable from the person responsible therefor, except that the provisions of this section shall not apply to a building being moved along any street, avenue, land, alley or road in this Borough when the same is moved under a written permit of the Mayor or Borough Council and in accordance with the rules and regulations that may be laid down by the Borough Council.

Any person or persons or corporation violating any of the provisions of the foregoing sections of this article shall be liable to a fine not to exceed $500 or to imprisonment not to exceed 10 days in the municipal lockup or county jail, and until costs are paid, or both. And the Municipal Judges before whom proceedings are instituted shall determine whether the penalty shall be fine or imprisonment, and, if imprisonment, the term thereof, and, if a fine, the amount thereof, within the limits prescribed. Such Municipal Judge may commit the defendant to jail until the fine be paid with costs, or until the defendant be otherwise discharge according to law.
