A.
No building shall be constructed, expanded or located in a business or industrial district without first having obtained the written approval of the Planning Board to a plot plan, site plan, building plan and specifications. The Planning Board shall not approve plans for the erection or location of a building unless the use contemplated by said construction or location will not produce excessive noise, endanger public safety or create hazardous traffic conditions.
B.
Such approval shall also be obtained for the construction, expansion or location of nonresidential and multifamily residential buildings within a residential district as permitted by this chapter.
C.
Upon the discretion of the Planning Board, after review of an application for a change of use within an existing commercial or industrial building, the Board may require submission of a site plan in accordance with this article if it determines that the new use will have a substantial effect on the manner in which the site is utilized in regard to parking, screening, renovation of said site and the impact of such renovation on adjoining properties.
