It is the intent of this chapter to establish rules and regulations for the use of town parks within the Town of Haverstraw in order to provide for the protection, order, conduct, safety, health and well-being of persons and property.

Vehicles are to be permitted in the park with validated stickers only.
No person shall maintain any camp or park any trailer in the Town Park except with special permit and in designated areas. The permit shall be acquired at least seven days prior to use.
No person shall light any fire in the park except in designated areas and only during such hours as may be designated by the Town Board. No person shall leave a fire until the same has been completely extinguished.
No person shall without a permit from the Town Board sell or offer for sale within the Town Park any property or privilege without the consent of the Town Board.
No person shall without a permit from the Town Board erect or post any sign or notice in the park.

Animals shall be restrained by a leash or caged at all times.
No person shall interfere with any park employee in the performance of his duty; be indecently dressed or exposed within the confines of the park; conduct himself in such manner as to endanger or be likely to endanger the health, life, limb or property of other visiors to the park or conduct himself in such a manner as to be offensive or injurious to the morals of any other person.

All parties planning organized picnics or outings shall bring their application to the Town Supervisor’s Office prior to their outing for a special permit. "Organized" shall mean any group of 10 or more. Such permit shall designate the area in the park to be used by said group.
Dangerous weapons, e.g., firearms, air guns, bows and arrows, are prohibited in the park.
No person shall cut, injure, deface, remove or disturb any tree, flower, shrub, building, fence, bench or other structure, apparatus or property.

No person shall throw, cast, lay, drop, discharge, deposit or leave in any part of the park any garbage, sewage, refuse, paper, rubbish of any sort, waste or other obnoxious material otherwise than in receptacles provided for such purposes.
A rate of speed in excess of 15 miles an hour on any park road by any vehicle required to be registered under the law of the State of New York is prohibited.
No person shall introduce, carry or fire any firecrackers, torpedoes or fireworks.
No person shall loiter or remain within a park or any area thereof in a vehicle or otherwise after the posted closing hour or time of day for the closing of such park or park area without general or special permission.
No person shall bathe, dive or swim in or off any property of the park except at points designated for that purpose.
No person shall propel by any type of engine or motor any boat upon any lake in the park without a permit from the Town Board.
No person shall use roller skates, or skate, sled, walk or go upon any ice, or snowshoe, or ski or coast with handsleds, bobs, carts or other vehicles on wheels or runners, or be towed on skis, sled or skates, except at such times and places as may be designated therefor and until such ice is declared by or under the authority of the Town Board to be in a safe condition therefor.
No person shall use or gain admittance to, or attempt to use or gain admittance to, any town park or the facilities therein for the use of which a charge is made by the Town Board, unless he shall pay the charge or price fixed by the Town Board.

Parks shall be open daily on hours as posted by the Town Board.
B. 
However, Cheesecote Park shall be open to the public at the dates and hours specified hereafter: April 1 through November 30, 8:00 a.m, until 8:00 p.m.

The office of the Supervisor is the issuing agent for the permits and stickers required by this chapter. Applications for such permits and stickers may be filed in the office of the Supervisor during regular office hours.

A violation of this chapter may be punishable by a fine of not more than $250 or by imprisonment for not more than 15 days, or both.

No smoking or vaping of any substance shall be permitted in any Town park.

No person shall fly or otherwise operate a drone in any Town park.
