The purpose of this chapter is to require the numbering of all buildings to facilitate, promote and accelerate transportation, communication and the supply of municipal services, including fire, police and ambulance services, and otherwise promote the public safety and general welfare of the residents of Springfield Township.
As used in this chapter, the following terms shall have the meanings indicated:
BUILDINGS
Includes all principal buildings such as but not limited to single- and multiple-family dwellings and places of business, but shall not include accessory buildings on the same lot as are occupied by the same person as a principal building on such lot.
A. 
Within 60 days from the effective date hereof, every owner and occupant of every building in the township shall display the street numbers of the building.
B. 
The numbers of the building shall be placed in a conspicuous place so as to be visible from the street.
C. 
Said numbers are to be of durable material at least 2 1/2 inches high for residential uses and 5 1/2 inches high for nonresidential uses.
D. 
The color of the numbers is to be in contrast to the immediate background, and numbers shall be placed in full view from the street.
In all cases of new construction, the Building Inspector shall assign a street number at the time the building permit is issued, and such number shall be displayed within 30 days after construction is commenced, or within 30 days before the building is ready for occupancy, whichever date shall be earlier.
A. 
Any owner, person, firm, association or corporation who shall violate any of the provisions of this chapter shall, upon conviction thereof, be liable to pay a fine or penalty of $25 for each and every offense.
B. 
All fines and penalties imposed by this chapter are recoverable by summary proceedings before any District Justice for the Township of Springfield, and all suits or actions at law instituted for the recovery thereof are to be in the name and for the use of the Township of Springfield against which the offense is committed, and, upon recovery thereof, all such fines and penalties are to be paid into the treasury of the township.
